This bill would authorize the Dept. of Education to award matching grants to nonprofit organizations for implementing early literacy programs aimed at encouraging healthcare providers to promote reading in their facilities and give children age-appropriate books.
Specifically, healthcare providers would look to do three things under these early literacy programs:
Encourage parents to read aloud to their children and offer parent developmentally appropriate recommendations and strategies for doing so;
Give each visiting child between the ages of six months and five years a new, developmentally appropriate children’s book to take home and keep;
Create a literacy-rich environment at their facilities that include gently used books for waiting room use or volunteer readers to show parents techniques for reading aloud to young children.
Books given to children through these programs would be required to be purchased at a discount.
