Should the FBI be Able to Designate Entities as Foreign Intelligence Threats to Higher Education?

Confucius Institutes are clearly an arm of the Chinese government’s Ministry of Education, and there is evidence that they’re being used as part of the Chinese government’s ambitious espionage campaign against the U.S. As such, they should be labeled as foreign intelligence threats to higher education and appropriately tracked by the FBI and federal government.

I support Senator Cruz’s bill In designating organizations as a threat to higher education. China has been infiltrating colleges and universities for decades, indoctrinating our future generations and in general poisoning our people too freedom, free market thinking. #MAGA

This bill would be great if we could trust the FBI to make an unbiased decision. Problem is the upper levels of management is still filled with swamp creatures that are loyal to Corrupt Hillary Clinton. Once AG Barr cleans house then maybe this bill will have some unbiased teeth. KAG! Trump & Pence 2020.

Argument opposed

Confucius Institutes help U.S. colleges and universities diversify students’ education with Chinese language and culture instruction that they don’t have the resources to provide on their own. They’re no different from European cultural exchange institutions and treating them like nefarious espionage operations casts undue aspersions on Chinese-Americans.

The FBI is a law enforcement agency not an international relations agency. I think it appropriate for the FBI to investigate acts of academic espionage and any anti-symmetric information demands made to our academic institutions and then, directly advise appropriate Congressional sub committees. Academic freedom and international sharing is precious and has contributed directly to most of the technology and infrastructure advances that we enjoy today. An attack on academic freedom would be like putting our heads in the sand by cutting off international consultation in the development of new scientific theories and technologies. Academic freedom must be protected. However, China has been very aggressive in exploiting our open society with numerous hard, soft, and cyber espionage vectors. They are very good at it. China is not an open society, has built the ‘great firewall’ and greatly restricts information internally and from being shared outside their borders. Chinese manufacturers demand manufacturing tech from vendors who use their manufacturing capabilities. What I am getting to is that we need to approach this carefully and in a way that preserves our academic freedoms while protecting ourselves from lopsided academic (and industrial) exchanges which effectively transfers our intellectual property to China with nothing in return. That is why I would prefer the FBI report to Congress for direction, public disclosure and/or diplomatic actions. I do not trust trump-Barr Inc to not take some ill-advised and half assed action that either punishes trump’s ‘enemies’ or simply screws up our history of academic freedom and moves us another 50 years back.     There are all sorts of groups trying to influence our colleges. It sounds like they are trying to get the FBI deciding what should and not should be taught in our colleges. How would this affect our religious colleges? The remarks about recruitment sounds an awful lot what are CIA does in other countries. The FBI should infiltrate these groups and keep an eye on them.

    I would rather consider this question once we reestablish our National Security and Trump is no longer in office. I am rapidly becoming more and more concerned about the levels of foreign influence on both sides of the party lines: especially with Pelosi being willing to block a budget deal needed to fund Americans on the grounds of the foreign aide package being too low. Are Democrats seriously trying to lose the 2020 election? Because they are doing a darn good job.
