This resolution would condemn Russia’s military intervention and occupation of Georgia and its unlawful activities near the Abkhazia and South Ossetia occupation lines while calling for deeper ties between the U.S. and Georgia.

It would call on Russia to do the following:

• Withdraw its recognition of Georgia’s territories of Abkhazia and Tskhinvali region/South Ossetia as independent countries;

• Stop taking actions and enacting policies that undermine Georgia’s sovereignty and territorial integrity;

• Take steps to fulfill the Ceasefire Agreement reached by Georgia and Russia on August 12, 2008.

The U.S. government would be urged by the House to:

• Declare that it will not recognize Russian sovereignty over any part of Georgia;

• Deepen cooperation with Georgia, including Georgia’s advancement towards Euro-Atlantic integration;

• Enhance Georgia’s security through joint military training and the provision of other self-defensive capabilities.

Further, this resolution states that a free, united, democratic, and sovereign Georgia is in the long-term interest of the U.S. It also reaffirms the Stimson Doctrine to not recognize territorial that came about by the use of force as a guiding aspect of U.S. foreign policy.

As a simple resolution, this legislation wouldn’t advance to the Senate if passed by the House and wouldn’t have the force of law.
