To amend the National Security Act of 1947 to protect the National Security Council from political interference, and for other purposes.

Summary

Protect the National Security Council From Political Interference Act of 2017 This bill amends the National Security Act of 1947 to prohibit the President from designating any individual whose primary or predominant responsibility is political in nature to serve as a member of the National Security Council (NSC) or to regularly attend or participate in NSC meetings or meetings convened under the auspices of the NSC, including Principals Committee meetings. Organized under presidential memorandum, the Principals Committee is a cabinet-level senior interagency forum chaired by the National Security Advisor or the Homeland Security Advisor to consider policies that affect U.S. national security interests. The bill expresses the sense of Congress that no limitations should be imposed on the ability of the Director of National Intelligence or the Chairman of the Joint Chiefs of Staff, or their designees, to attend any Principals Committee meeting convened under the auspices of the NSC or any other senior interagency meeting convened to consider policy issues that affect U.S. national security interests.

    The National Security Council was created in 1947 by the National Security Act. The intent was to ensure coordination and concurrence among the Army, Marine Corps, Navy, Air Force and other instruments of national security policy such as the Central Intelligence Agency (CIA), also created in the National Security Act. This is no place for a civilian political activist to insert his/her influence. To demote the Joint Chiefs of Staff and Director of Intelligence to "as needed" status and promote political activist, Bannon to an Assigned seat on the principals committee is irresponsible and dangerous. Bannon, a mere civilian, was not approved by Congress to have influence on national security and the Joint military and Intelligence are both necessary as permanent members on the principals committee.

    I'm very uncomfortable with political agendas influencing the National Security Council. The placement of Steven Bannon on the Council as a permanent member is highly disturbing to me as a citizen. I ask my senators to vote "yay" on this bill. Thank you.

    The whole idea of a national security council is a nonpartisan group of people protecting the rights and freedoms of citizens so that people like Bannon cannot be put into positions of incredible power. I also think the scope of the council should be limited so that assassination is not one of the options that can be implemented against US citizens or others.

    The NSC should be about national security not political agendas. Protection of the nation requires military and intelligence efforts not political maneuvering like we have seen by POTUS and Bannon.

    This bill will remove the interference of domestic politics from national security policy making. Steve Bannon is woefully unqualified to serve ( in any capacity, really...within the west wing) and should not be on the National Security Council.

    Steve Bannon is a white supremacist and anti-Semite who has stated his intention to destroy the state and is responsible for spreading dangerously false information on the internet. He was never confirmed by the Senate and therefore should not hold any place on the NSC. He has an agenda that has no place on the National Security Council and this bill NEEDS to pass to ensure our democracy isn't jeopardized further by his bigotry.

    Steve Bannon should not have a seat on the National Security Council. The Chairman of the Joint Chiefs of Staff and Directir of National Intelligence certainly should. This reorg is highly suspect and dangerous.

    Steven Bannon must be removed from the NSC. The DNI and Chairman of the Joint Chiefs of Staff must be on the principles committee.

    Steve Bannon should not have a seat on the National Security Council. A political strategist does not belong in the NSC. The NSC must be composed of only cabinet members and other department heads that are appointed with the consent of the Senate. I support this bill and thank Rep. Stephanie Murphy for sponsoring this bill.
