No compromise legislation is perfect, but this bill provides Americans with timely relief from the coronavirus crisis by providing individuals & families with recovery rebate checks, expanding unemployment benefits, and extending forgivable loans to small businesses so that they cover payroll & retain employees. It also extends loans to larger businesses in sectors of the economy hit hard by COVID-19 shutdowns that must be repaid & have stringent oversight, bolsters the healthcare response to the crisis, and gives states resources to address the crisis.
This bill goes too far in extending financial aid to small businesses and large corporations that have been harmed by the coronavirus crisis. It doesn’t do enough to help low-income individuals & families deal with the financial costs of the ongoing national struggle against the coronavirus. Alternatively, recovery checks for Americans shouldn’t be means-tested as people’s income from 2019 or 2018 may not reflect their income this year. This bill has too many pet projects from both sides of the aisle tucked into it.
