Life at Conception Act

Official Title

To implement equal protection under the 14th article of amendment to the Constitution for the right to life of each born and preborn human person.


Life at Conception Act This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.

    This is another Republican bill designed to outlaw abortion through obstructive legislation. This has been tried several times before. Not only does this greatly impede women's access to abortion, it has the potential to interfere with providing IVF services to families experiencing infertility. There is no need for this legislation, and it requires significant judicial expenses to enact. This bill, and it's senate counterpart (SB 231), should be aggressively opposed. Full text here:

    It has been difficult to find the text of this bill but just from the title, this could have far reaching consequences for not only abortion but also families using fertility methods to grow thier family. Abortion should be safe, legal, and available to women as a choice, along with birth control and other family planning resources like those offered by planned parenthood.
