Official Title

To amend title 5, United States Code, to extend certain protections against prohibited personnel practices, and for other purposes.

Summary

(This measure has not been amended since it was reported to the House on March 29, 2017. The summary of that version is repeated here.) Follow the Rules Act (Sec. 2) This bill extends the prohibition against a person taking, failing to take, or threatening to take or fail to take a personnel action against any employee or applicant for employment for refusing to obey an order that would require the individual to violate a law to personnel actions against such an individual for refusing to obey an order that would violate a rule or regulation.

    H.R. 657: Follow the Rules Act H.R. 657 extends whistleblower protections for federal employees who refuse to violate rules and regulations. The Whistleblower Protection Act (WPA) generally provides protections for federal employees who make disclosures evidencing illegal or improper government activities. In order to trigger the protections of the WPA, a case must contain the following elements: a “personnel action” that was taken because of a “protected disclosure” made by a “covered employee.” Recently, a Federal court ruled that the WPA safeguards federal workers against employment retaliation for refusing orders to violate Federal law, but those same safeguards do not apply to employees who refuse to violate rules and regulations. An example can include the following: Consider sanctions against North Korea which Congress directed the President to promulgate in the form of Federal rules and regulations. Under current law, Federal employees who are told by their supervisor(s) to violate North Korean sanctions have no whistleblower protections. Last updated May 2, 2017.     It seems like it supposedly extends whistleblower protections? Emphasis on supposedly, cause the source I got that from is... less than reliable. Definitely correct me if I'm wrong, cause my dyslexia is kicking my ass today and I'm having trouble with the actual legalese, so I had to rely on secondary and tertiary websites to learn more about it.

    I don't know; it seems almost to do the opposite. It extends protections AGAINST personnel practices, and it's called the "Follow the Rules Act." I guess the question I have is are "personnel practices" taken by those in power or by those who are themselves personnel?

    We should protect those who stand up to those in power when they are asked to behave immorally or illegally.

    This is probably the worst worded proposal I have seen here. It looks like they are extending protection to employees who refuse to follow an order if the order is illegal or against regulations.

    As any military person knows, going AGAINST your government can result in your disappearance. Eric Snowden knew it all too well and protected himself by NOT going through a chain of command. I, as a former serviceman have to respect his resolve to defend the Constitution and his fellow countrymen from his government

    Should following the rules be a rule...? Yes. Yes it should. Whistle blowers should not be punished for doing what's right. Government transparency is to exist. The gov is in place for the people, who must follow it's rules. Gov employees should as well. They're citizens of the country. Follow the rules or nobody should have to. Everyone or no one. Nobody is to be above the law.
