This bill would establish basic rights for survivors of sexual assault under federal law and create standards that would apply in federal sexual assault cases. It would give survivors the right to a sexual assault evidence kit, to be notified before the kit is destroyed, to request its preservation until the statute of limitations expire, and to be informed of important results from a forensic examination.
The Attorney General (DOJ) and the Dept. of Health and Human Services (HHS) would create a joint working group on best practices regarding the care and treatment of sexual assault survivors and the preservation of forensic evidence.
Federal grants would be available to states to use in producing materials that describe these rights and related procedures to survivors at healthcare providers.
