house Bill H.R. 5539

Should Members of Congress Get Paid $1 Annually After They’ve Served for 12 Consecutive Years?

Argument in favor

Encouraging lawmakers to self-impose term limits after they’ve served for 12 straight years by cutting their pay to $1 would achieve the goal of getting new blood into the legislative branch without going through the lengthy process of amending the Constitution to enact term limits. Lawmakers could keep serving the public if they want to.

Although, the real way to end corruption is to forbid members of Congress from becoming lobbyists. Also all congresspersons should be paid the exact same & end gerrymandering. These are the steps to correcting our democracy. 🇺🇸

I also think they should start contributing to their healthcare and retirements. They are paid enough and also make plenty from other sources.

Yes it is sad to see Congress earn so much money and collect so many perks then tell others they (the voters) don’t need raises in SSA, VA pensions and SSI along with retired military and government workers.

Argument opposed

There shouldn’t be de facto term limits on members of Congress imposed through massive pay cuts after 12 consecutive years of service. If voters keep electing them to office members of Congress should get continue to get paid a full salary regardless of how long they’ve served. This would give too much power to those not in office.

Perhaps the intention is to dissuade people from running for office after 12 years. However, what it does is create an incentive for the super wealthy, who don’t need a salary, to run for office and stick around when everyone else would have to bow out. In the end we could end up being ruled by only the wealthy.

This bill would ensure that only the independently wealthy could serve in the legislature indefinitely. If you want to impose term limits for Congress, then do that. I don’t like this workaround.

Congressional Representatives ought to be compensated equal to the median income of the people they represent.

There should be term limits for all politicians! Term limits should be the same as the presidents is and after the 2 terms they would not be eligible to run for office of any type again and they shouldn’t be allowed to become lobbyists. It amazes me that politicians are millionaires after being elected as public officials, then not only have they accrued a fortune they have free healthcare for life! While most of their constituents struggle to be able to afford a lifestyle that pales in comparison to these career politicians. These politicians have done everything to make their lives 100 times easier than their constituents. The GOP is wanting to cut entitlements, Medicare & Social Security are NOT entitlements!! Our tax money pays into those programs. With the recent tax scam we the people are still paying those checks these politicians are writing. The corporations tax cuts are nothing short of corporate welfare! Enough is enough!!

Many of them (mostly Republicans) don't deserve $1.00/year salary now.

This would weed out all but those who were already wealthy and those that became wealthy through corruption. If we want term limits, let’s just limit terms. If we want to save money, get rid of the lifelong pay and benefits they keep after leaving.

It’s not quite term limits, but I get the effort. I say sure, but they will never pass it.

Are you kidding? The payoffs and extra perks is a big part of the current corruption, not to mention the cushy well paying jobs that are available afterwards. A salary of just $1 would exacerbate this problem. The only people staying in after 12 years would be the ones the lobbyists favor. Then we will have politicians completely dependent on lobbyists for their complete income. It is so obvious that this is an awful idea that will make corruption even worse.

I think this is a start. I think that it should take effect immediately to any members who have served for more than 16 years. I think this should be applied retroactively to any members who are re-elected to the next term.

Why don’t we just impose term limits? I realize it’s difficult to amend the Constitution but that’s why we have it. Do the work that we hired you to do. I don’t want some “creative workaround”. That kind of process weakens the Republic and the Constitution!

Yes. It’s s start at least. Better yet make them take the health care benefits the American people and/or our military have. Most of these people are career politicians making far too much money. They are disconnected with reality. Give them a dose of reality and maybe they will understand why people are angry. The whole point of those positions was to serve the people NOT to be self serving.

This is illogical. I agree that this encourages the wealthy to serve, but the result is even more perverse. Are we telling congressmen to get what they can before they've served the max? Let's unwind Citizens United and take the money out of politics. If the goal is to prevent congressmen from lining their pockets at the expense of taxpayers, this isn't the solution it's a distraction. By the way, sponsor Frank Rooney became a congressman after building both Bush presidential libraries and being appointed ambassador to the Vatican. You know, patronage: the rich man's idea of fair play.

While this seems like a good idea on the surface, there is a potential unintended consequence. It is a fact that when a person feels they are under paid, it creates a sense of entitlement to participate in graft, such as bribes and money under the table. The only real way to eliminate corruption is to reduce authority. Thomas Jefferson was on the mark. Power corrupts. It is disheartening, but is a fact and no amount of wishing and oversight will get rid of this fact. The more authority we vote away, the more abose of it we are going to get.

    (1) This is an empty gesture, (2) why do we value experience in all things but leadership?, (3) do we only want the idle rich to be in charge?, (4) or do we want them even more dependent on lobbyists?

This favors the rich who don’t need the money. We need the right people in there to get the job done. It’s up to “we the people” to hold them accountable and vote them out if they aren’t doing their job. Also think they should be banned from being a lobbyist when they leave office.

My preference would be term limits and no sweet deals for lobbying, no lifetime pensions and they must contribute towards their own healthcare. If indeed it is a ‘privilege’ to serve one’s country, then sweet deals are eliminated and they work like the rest of us do.
