Local Zoning Decisions Protection Act of 2017

Official Title

To nullify certain regulations and notices of the Department of Housing and Urban Development, and for other purposes.

Summary

Local Zoning Decisions Protection Act of 2017 This bill nullifies: the final Department of Housing and Urban Development (HUD) rule entitled "Affirmatively Furthering Fair Housing" and any successor rule substantially similar to it, and the notice relating to the Affirmatively Furthering Fair Housing Assessment Tool and any successor notice or rule substantially similar to it. No federal funds may be used to design, build, maintain, utilize, or provide access to a federal database of geospatial information on community racial disparities or disparities in access to affordable housing. HUD is required to: (1) consult with state, local government, and public housing agency officials to develop recommendations, consistent with applicable rulings of the U.S. Supreme Court, to further the Fair Housing Act's purposes and policies; and (2) make a final report publicly available online within 12 months after enactment of this bill.

    This is a bill that would defund research on housing discrimination and regulations. It is no surprise that this is happening under DT, given his own record of discriminating against African Americans and who was sued, along with his father, by the gov. For doing this very thing in NYC. This is an unnecessary and dangerous precedent.

    This bill is an attack on reasoned policy, on corrective action to address racial disparities in housing and assist the poor. It is an attack on data. Please oppose HR482.

    We cannot let Congress undermine the Fair Housing Act and cover it up by prohibiting the collection of and access to information about it. I do not want my tax dollars used to fund segregated public housing. The Civil Rights Act, including the Fair Housing Act, is law of the land. We must continue to enforce and uphold it.

    This bill states: "Notwithstanding any other provision of law, no Federal funds may be used to design, build, maintain, utilize, or provide access to a Federal database of geospatial information on community racial disparities or disparities in access to affordable housing." Attacking and obstructing the collection of basic data and facts about how far we've come and how much work there is left to do is irresponsible.

    HB 482 and SB 103 I am an epidemiologist - Data is not partisan. It is ludicrous to ban funding for use of databases to make INFORMED decisions as how to best address social and public health problems and how to most efficiently address those problems. say no to HB 462 and SB 103.

    the bill stands at odds with the pursuit of knowledge about human geography, including census data. The bill would prohibit a significant amount of the work we do on race, racism, and fair housing in the US, as well as GIS research more broadly, all of which thwart work towards social justice.

    In plain language, this bill aims to blatantly eliminate transparency by banning data sets for mapping, which are used by those who use geospatial information to map and visualize to the public on community racial disparities or disparities in access to affordable housing (like by government agencies, advocates, university researchers and community based organizations). This is aimed to further marginalize African Americans and Latinos and other vulnerable populations and limit knowledge of their rights to fair housing.

    This bill just gives the Secretary of HUD more decision making power without evidence-based research to back those decisions. Section 3 prohibits the use of federal funds to design, build, maintain utilize, or provide access to a Federal database of Geospatial information on community racial disparities or disparities in access to affordable housing.

    The following means that federal funds will not be used to create a database looking for deliberate discrimination. Section 3 is not appropriate and could assist in covering up unconstitutional conduct. SEC. 3. PROHIBITION ON USE OF FEDERAL FUNDS. Notwithstanding any other provision of law, no Federal funds may be used to design, build, maintain, utilize, or provide access to a Federal database of geospatial information on community racial disparities or disparities in access to affordable housing.
