house Bill H.R. 4736

Preventing Foreign Election Interference, Banning ‘Ballot Harvesting’, & Cutting Federal Election Grants if States Let Non-Citizens Vote

Argument in favor

This bill would increase oversight aimed at preventing the influence of money from foreign individuals and governments in U.S. elections. It would also cut off grants to states allow ballot harvesting, a practice that opens the door to election fraud. Non-citizens are prohibited from voting in federal elections because it undermines the voting power of American citizens, and federal election grants shouldn’t go to states that allow non-citizens to vote in state or local elections.

Yes. Require Real ID for voting and ban foreign donations to presidential campaigns. In 2016 Hillary received numerous foreign donations, including Russia.......

Argument opposed

This bill’s online political ad sponsorship disclosure requirements aren’t strong enough and won’t do enough to deliver transparency for viewers of online political ads. Cutting off states’ election grants unless they ban ballot harvesting will ultimately make it more difficult for people to vote. Additionally, blocking federal election grants to states that let non-citizens vote in local elections is a clearly partisan move aimed at liberal parts of the country.

Beware Republican’s Trojan legislation. This bill puts a lot of positive sounding concepts together without providing details. The Trojans are hiding in the details. Moscow Mitch is a Republican turtle who has mastered the technique of poking his head out of either side of his shell depending on how it benefits him personally. He has blocked Democratic legislation that would require a candidate to identity foreign agents offering political assistance, that would protect voting processes from electronic hacking and would ensure vote count integrity- because he did not want to ‘federalize’ state election processes. Yet, this bill would deny FEC assistance for States or municipalities that have chosen to allow non-citizen’s to vote on locality issues- which is not a federal issue at all. Besides that, the FEC has not been staffed for a least 6 months and is unable to form the quorum required to vote on anything at all. In other words, if trump and the RNC want to screw with election processes they can choose to not appoint FEC members or ask appointed FEC members to resign their appointments. Putting so much control in the hands of the FEC and not in legally adjudicated determinations, effectively puts control of election processes in the hands of the party able to make FEC appointments and not a matter of law. The FARA stuff sounds good but depends on ‘processes to be developed’- way too broad and easy to abuse. The reporting of sponsorship for political ads sounds good but in practice this would either point to a PAC or a candidate’s campaign fund. It does not address ‘dark money’ contributions which can be contorted through various legal entities to hide funding from foreign states. It would be much stronger to bring back the fairness doctrine as well as at least letting Republican Senate to see the Democratic legislation that is locked away in Mitch’s vault. The only case of harvested votes being defrauded was by a Republican running for re-election who hired ‘harvesters’ to defraud voters into signing unfilled ballots which the harvesters filled out per Republican direction to swing results in their favor. There were too many people involved (who could not be ordered to not testify) to keep the illegal actions secret and they were caught. … The only case! … Helping people who cannot get to the polls, have disabilities that prevent them from using individual mail services or are otherwise limited - is a valuable service that enables these folks to be counted. Legislation directed toward addressing innuendo-loaded and never proven threats of individual harvester wrongdoing - only ensures that the disenfranchised will be under-represented when the votes are tallied. Beware of Republican Trojan Horses.

Republicans don’t pass fair voting bills. They can’t win without cheating, election fraud, and gerrymandering. Since their MO is Party Power over everything else, any bill that they put out to modify the process is YET MORE CHEATING TO WIN. So NO.

The best president ever! A stable genius, the chosen one even. He’s so humble too. The truth is he doesn’t even meet the basic requirements for a president. The excuse he didn’t get away with it is getting tired. It doesn’t prove he’s innocent, it just proves he’s an idiot. When you claim that’s just Trump being Trump, we know that. It’s just a con man being a con man. He’s not even any good at it, he’s been caught doing cons his whole life. He did violate campaign finance laws to payoff a pornstar, it’s public record. That’s how he got named Individual #1 and an unindicted co-conspirator in court filings. He did steal from his charity and he did pay $2 million because of that. His bogus university paid $25 million because it was just that, bogus. These are facts easily looked up that anyone can access. They are not the conduct of the best president ever. You’re an idiot to even suggest that.

The house has already passed a bill that does this. What has the Senate done about this? Why would the House pass two different bills dealing with the same issues?

I wish so, too, JunnaLayn. They will do and say anything to win this election. He must win, because the Statute of Limitations will run out, if he is re-elected elected, and we will be unable to jail his sorry ass! As a sitting president, we will not be able to bring suit until his term is over and the Statute will run out before then. We CANNOT allow this creature to get away with all the destruction he’s caused and plans to cause in the future — think doing away with healthcare, for example... We MUST VOTE BLUE. NO ONE RUNNING AGAINST HIM COULD BE WORSE FOR THIS COUNTRY THAN THIS CREATURE.

Wow! On the surface, HR4736, the Honest Elections Act, sounds like Republican Rodney Davis has all of our backs to keep us safe! But a load of shit by any other name, including one as forward-thinking and innocent-sounding as Honest Elections Act, is still a load of shit. A good deal of what’s in this bill already exists and HR4736 is really designed to make voting even more difficult for - who else - voters who typically do not vote a Republican agenda or for Republican candidates, and let’s face it - some Republicans just can’t win with dwindling supporter votes alone, so artificially limiting the number of voters who do not favor them gives the supporters a larger voice. What a truly novel idea this is Rodney! This bill is purposefully written to give the appearance to unwitting voters that the Republicans are doing their part to keep our elections safe, when the goal is just the opposite - alter the steps and safeguards to give an edge to Republicans who wouldn’t otherwise win.

Sorry, the SHIELD Act, which passed the House last spring, is better. The Senate should take up that bill and work with the House to pass it ASAP in order to protect our elections in 2020. We don't need this bill.

Poorly written legislation that does not address voting issues. Stop foreign interference period, make it a felony. Each state CURRENTLY has rules for allowing the public to register to vote. Stop the over reach.

Too much voter suppression crap concealed as protection & NOT NEARLY ENOUGH ACTUAL PROTECTION FROM RUSSIA. This online political ad sponsorship disclosure requirements are POOR and won’t deliver transparency for viewers of these ads. Cutting off states’ election grants for any reason will make it more difficult for people to vote. Thus voter suppression. The Republicans’ mantra of non-citizens vote in local elections is a clearly partisan move aimed at liberal parts of the country.

I'm not entirely clear on why it's bad for non-citizens to vote. That's a broad spectrum of people who might have been here for a while, and have engagaed in most facets of American Life.

We need to make it easier to vote, not harder. The senate needs to vote on HB1, which will promote election security, reduce partisan gerrymandering and also address the campaign finance fiasco.
