Do State and Local Governments Need Federal Help to Improve Their Cybersecurity?

State and local governments need the assistance of DHS in improving their cybersecurity systems while protecting the privacy and civil liberties of citizens.

The United States needs a more efficient way to handle cyber crimes. The tools and abilities that local and state forces have are below standard to what hackers/scammers have. We need more communication between local/state and national forces to help stop some of these cyber crimes that costs the economy billions of dollars in lost revenue.

This could potentially cost a lot of tax payer budget. Offer training to teach how to secure local/state cyber security, don't send someone to each gov to implement the rules. Teach to fish.

Foreign enemies that attack our cyber networks need to be defended by our country, not our states. Even with domestic attackers, issues of the Internet can be accessed by anyone in the United States. This is a federal issue that deserves federal means of cybersecurity.

This proposal is not inline with the 4th Amendment. One must obtain a warrant, from a judge, to conduct such invasions of privacy. Security is paramount, but security must be accomplished within the rule of Constitutional Law, so not to erode Americans Individual Liberties and rights.

I'm from the Federal Government and I'm here to help. At this point in time, I have developed a feeling that the Feds wants to hide their ineptitude in protecting US Citizens. The state will be more open in their investigations. Whenever federal tax dollars are given, strings are applied.

These states have plenty of smart people who can do this, it isn't the taxpayers' responsibility to pay for other states' cybersecurity.
The federal government -- in particular, the legislative and executive branches -- currently cannot be trusted to care about U.S. citizens. They will not do anything to protect us, so keep them far away from any security decisions.
How is a federal government that just lost the records of 20 million people going to help any state?
The federal government must stop finding new roles for itself, for about $20-TRILLION reasons.

This would be like the blind leading the blind. Federal security is poor (federal employee records theft not even detected for months). If a State or local government asks for help, it should be provided. Help should not be forced on them.

No, once the Federal Government gets their finger in the pie, it is pretty much ruined. Too many lies and misrepresentations come from the central committee now.
The Federal Government needs to clean it's own birdcage. Most, if not all, states are perfectly capable of doing their own security. It will probably be better and cheaper than anything a Bureaucrat Fed can come up with.
Let the Fed cleanup it's own act before trying to help others.
Use available resources, like the evil NSA already in place. Of course there is no cost estimate for this boondoggle, just another bottomless pit to dump taxpayers hard earned money into.
