This bill was born from the idea that the "laws should be the same for the gun you buy and the gun you make." It aims to regulate the creation of homemade firearms by banning those without serial numbers. It would also ban the transfer of said firearms without serial numbers.
The bill allows makers of homemade firearms to obtain serial numbers for their weapons from licensed firearm dealers. The exchange of the serial number is essentially treated like a gun transfer or sale — a dealer creates the number and gives it to the maker. The bill bans dealers from charging firearms makers for more than the cost of registering the serial number for this service. They can’t profit off of it.
Finally this bill would require the Attorney General to track the number of firearms registered under this bill, as well as the number of arrests for the violation of it.
