house Bill H.R. 2881

Should the President Create an Inter-Agency Strategy to Secure 5G for the U.S. and its Allies?

Argument in favor

5G will usher in a new wave of products and services for telecommunications customers, but the shift has to be managed well through a coordinated federal-level strategy. This bill will help ensure that the government has a plan to oversee 5G’s secure deployment both domestically and in allied nations.

The Chinese government reserves the right to covertly insert spy tech in any Chinese company’s manufactured products, and the Chinese government has become quite good at covertly stealing American intellectual properties. That is the biggest concern regarding 5G chip sets provided by Chinese companies. China has been very active in deploying their tech in products made by Chinese companies which are also heavily subsidized by their government. They have also invested heavily in developing high speed networking technologies and equipment. For example, a Chinese manufacturer of very economical and very high performance server boards widely used and purchased by the thousands in large scale server farms, was discovered to have an innocuously tiny surface mounted chip, the purpose of which was not clear. Investigation found that this hidden hardware enabled clandestine transmission of any of the unencrypted server traffic on the server board to Chinese government operated monitoring sites. These server boards had been purchased in the thousands for use in server farms like those used by Google, Amazon and others. There was no apparent software fix to prevent any or all their web traffic from being directly monitored. As electronics continue to shrink it will be much easier to hide covert tech inside of the normal ‘workhorse chips’ making covert tech much more difficult to discover. The story broke about a year ago. All of the big server farm operators claimed ‘not-us’ or that they had solved the problem and everything just went silent after that. The major internet hub routers were long identified to be at risk and have been carefully monitored to guard against such intrusions for years, but the server farms were not. That is why it is important for our government to take a pro-active role in providing and safeguarding 5G and other tech for evolving high speed internet technologies. I think that this legislation is a right and proper step in the right direction. … … ADDENDUM: the military is big user of digital telecommunications technology. 5G or variations of it will certainly play a role in battlefield tech. We definitely do not want the remotest possibility of Chinese 5G chips sets having to be used which could have covert comm-kill switches or the ability to siphon off unencrypted data streams. That is another reason for government involvement to assure that the piece-parts that make up the ground based communications grid cannot, in any way, be compromised.

Technology and progressive views are the future for the world and life, which we seem not wanting to invest or participate in. I don’t think Trump has a strategy, unless it’s about him? Most foreign Governments support manufacturing for their national security and interest! In saying that, commercial industry expect the government to train future employees, most countries invest in their future, like China, India, EU and other. In the USA, corporation went out of their to get rid of any support for training because of cost to them. Unions trained future electricians, plumbers, welders, sheet metal, steel workers, Brick layers, cement workers, machine tool workers, carpenter, mill rights and others, basically your infrastructure in both companies and country. Corporations went out of their way to dumb down America, get rid of unions and now it’s come back to haunt them. A lot of K-12 schools have quit teaching science, technology, mechanics, metal work, arts and in some case, even history, due to corporate involvement community not understanding the end result as well.

Argument opposed

A government-led effort on 5G implementation in the U.S. is needed to respond to the challenges posed by China’s aggressive 5G deployment efforts, but this bill wouldn’t go far enough to protect the integrity of 5G networks in the U.S. or those in allied nations.

First he has to see how it will effect his business interests and if there is a chance he can profit from it. See if he can get one of his many corrupt friends who has no idea how government works running it. Republicans could care less about his corruption, they’re all complicit. Impeach, take out the trash.

5G, while useful, is not a government mandate. This would be a non-Constitutional intervention. Allow capitalism to take care of 5G through communication companies- that's why we pay that monthly bill.

We need to be competitive & this includes 5G technology. However, the caution is that 5G technology is synonymous with China. “Some of the world’s leading telecom-equipment manufacturers, including Huawei and ZTE, are Chinese companies with murky ownership structures and close ties to China’s authoritarian one-party government. Many in the U.S. national-security establishment rightly fear that equipment made by these companies could allow Beijing to siphon off sensitive personal or corporate data. Or it could use well-concealed kill switches to cripple Western telecom systems during an active war. The mere threat of this activity would endow China’s leadership with geopolitical leverage at all times.” Working with our allies, I hope, will secure any 5G systems we deploy in our countries.

This bill appears to be a bipartisan, forward thinking infrastructure bill. With a price tag of $500k it seems a good starting point even though it may have some short comings it can be built upon later. It’s a large capital project that if left to the carriers to create for themselves will be non standard & reinventing the wheel multiple times in different, nonstandard ways.

The Federal Government could enhance the development and deployment of a 5G network but remember net neutrality? Can we trust the FCC and this Administration. The security of any data is only as good as the trustworthiness of the people administering the network and this Administration isn’t known for it’s trustworthiness. The network would only be as good as the oversight built into it. Again oversight doesn’t seem to go a long way in this Administration either.

If and only if we take the time to find SAFE ways of securing a 5G network. There is still no proof that any form of 5G is safe. Research has shown that 5G is detrimental to all forms of life on our planet (anything with water molecules). Why do you think the country that created this technology has not deployed 5G IN THEIR OWN COUNTRY!!! It is one thing to keep up with China in this technology but why should we at the expense of our people, our pets, our plants and other life like birds and bees.

The fact that the US has completely surrendered such a critical technology as 5G is inconceivable and disgraceful. Developing a reliable and secure network for ourselves and our allies - either by ourselves or in consortium with trusted partners like South Korea, Japan and Europe - is an urgent national priority.
