Small businesses are already struggle to compete when it comes to federal contracts, and those owned by veterans ought to be able to compete for federal contracts that are set aside for other disadvantaged groups.

Can we just agree to help veterans & not behave as though it's optional or a handout? You do NOT get to vote for war while wrapped in the flag and deny veterans an opportunity to make a contribution to the society they risked their lives for! Just do this!

All government contacts should place veterans and their businesses at the top of the selection list if qualified to fulfill the contact. Far too many contacts, specially those held for the "disadvantaged" are awarded based solely on the disadvantage rather than the ability to fulfill the contract requirement.

Argument opposed

There’s no need to make veteran-owned small businesses eligible to receive the 10 percent of federal transportation contracts set aside for disadvantaged groups, as veteran owned businesses already receive ample benefits.

Congress needs to do what they promised and pass bills that will help our Veterans lead productive lives when they return. What happened to the GI bill? More of our Veterans are returning from war than any war before due to Medical advancement. Congress needs to stop wasting time & get work, take care of our Veterans.

What is House Bill H.R. 1694?

This bill would revise the requirement would adjust a rule requiring that 10 percent of contracts awarded for federal transportation infrastructure projects be set aside for groups that are economically disadvantaged to include veteran-owned small businesses.

Specifically, the guidelines that would be adjusted are the Moving Ahead for Progress in the 21st Century Act (MAP-21) highway projects that focus on federal highway aid, federal public transportation, and highway safety research and development programs.

More Information

In-Depth: Sponsoring Rep. Michael Fitzpatrick (R-PA) introduced this bill to “level the playing field by providing veterans access to existing preferences” in awarding federal transportation contracts.

In his press release, Rep. Fitzpatrick cited statistics that show nearly 2.5 million veterans own and operate small businesses in the U.S., a figure which includes more than 380,000 construction firms.

The American Legion has expressed its support for this legislation, and noted that while three percent of federal contracts are supposed to be awarded to businesses owned by disabled veterans, several agencies have not met that goal.

Currently, this bill has one Democratic and five Republican cosponsors in the House.
