By closing this loophole, this bill ensures that bad breeders’ businesses remain shut down, as the spirit of the law dictates.
This bill’s ban is too wide, making it impossible for anyone who’s related to a problematic dog breeder to have their own dog breeding business. While the number of people who’d be affected by this is probably small, it’d be better to simply ensure that the USDA takes better care in screening dog breeding license applicants.
