The Capitol is a public building, as are the grounds. As long as events don't compromise security or interfere with official business any citizen or group of citizens has the right to peaceably assemble.
Honoring citizens who serve the community by putting their lives on the line to protect us is a national value that should be recognized and acknowledged. We may need to work on holding those who serve accountable for their actions and hold their supervisors and officials accountable for maintaining order and discipline that truly serves to protect ALL citizens, but this is a separate issue from recognizing and encouraging the important value of civil service to the wellbeing of our communities and our country as a whole.

The sponsors of these events should be able to find another venue.

Police should have second priority after military. Organizations that bring honor should be third and fees bonded for the groups that dishonor the capital by destroying the landscape in previous marches.
Local issue. Let them be honored there. The FOP should be classified as a union. Their donations drive draw millions with no accountability to anyone that I know of. Pretty sure more farmers die every year than police officers.
The Capitol grounds belong to the people and therefore the people should be allowed to use them. Proper permits should be applied for. The police has been getting a lot of bad press recently (some deserved & some undeserved.) and this would go far in shining a positive light upon them.
