Bipartisan Lawmakers Propose Obamacare Stabilization Plan

After the Senate failed to advance Republicans’ healthcare plan last week, a group of more than 40 bipartisan House lawmakers announced a five-point plan on Monday to stabilize Obamacare’s individual health insurance market.
The Problem Solvers Caucus — co-chaired by Reps. Tom Reed (R-NY) and Josh Gottheimer (D-NJ) — plan would:
Provide funding for "cost sharing reduction" payments to insurance companies, which help insurers minimize increases in deductibles and co-payments for households earning below 250 percent of the poverty level ($29,700 for an individual or $60,750 for a four-person household).
Create a stability fund that states can use to lower premiums and minimize losses for insurers, particularly for enrollees with pre-existing conditions.
Modify the employer mandate to provide health insurance coverage to employees by raising the threshold from 50 employees to 500 and reverting the definition of a full-time work week back to 40 hours, after it had been lowered to 30 hours under Obamacare.
Repeal the 2.3 percent sales tax on medical devices.
Revise parts of Obamacare to improve the ability of states to enter into inter-state agreements to allow health insurance to be sold across state lines.
With the House on recess until September, it remains to be seen whether lawmakers in either chamber of Congress will take up this proposal.
