Congress Faces Looming Deadline to Extend Surface Transportation Programs as Democrats Negotiate Spending Bill

What’s happening in Congress?
- Lawmakers face a Halloween deadline to extend the authorization of surface transportation programs before they lapse for the second time in as many months.
- The Senate-passed bipartisan infrastructure bill includes a reauthorization of those programs in addition to a number of other provisions, and may receive a vote this week if Democrats are able to reach a deal on their social spending plan. If a deal is reached, a vote on that spending package could occur as soon as this week.
SENATE SCHEDULE
- The Senate starts its week Monday with a pair of confirmation votes on the nominations of a circuit court judge and assistant secretary of labor.
- Later in the week, the Senate will take up the nominations of four district court judges, and may take a second procedural vote on Democrats’ latest election reform package
- Committees will hold hearings on the security situation in Afghanistan along with South and Central Asia; emerging threats to election administration; and oversight of the Dept. of Justice.
HOUSE SCHEDULE
- The House starts its week Monday with votes on several bills under the fast-track “suspension of the rules” process, including a bill to award a Congressional Gold Medal to the 13 American servicemembers who were killed in the Kabul Airport suicide attack.
- Tuesday will feature a vote on a bill to extend and reform family violence prevention programs. Additional votes on criminal justice and social services-related suspension bills may occur Wednesday and Thursday.
- If a deal is reached on Democrats’ social spending plan, the House may vote on the bipartisan infrastructure package in addition to potentially Democrats’ reconciliation bill as well. Votes on other legislation may be held before the House adjourns for the week on Thursday.
- Committees will hold hearings on diversity, equity, and inclusion in disaster preparedness and recovery; diversity, equity, inclusion, and accessibility in the intelligence community; and international climate challenges and opportunities.

I am very concerned that Republican Senators and Representatives have removed themselves from helping to solve urgent problems facing this country and vote in lock step to obstruct any bill. They appear not to care or to even give the appearance they are representing the interest of their constituents. Is it the money? Is it the power? Where is the honesty?

Friends, Earlier this week Senator Ron Wyden proposed a groundbreaking “billionaires tax,” which would tax the unrealized capital gains of people who hold $1 billion in assets or have earned $100 million or more in income for three years. While the tax did not make it into the latest version of the Build Back Better reconciliation bill, the proposal nonetheless sent billionaires and their defenders into a frenzy as they complained it was too “radical.” Please. Taxing staggering sums of wealth at the top is not radical — and there’s historical precedent for it. The last time America faced anything comparable to the concentration of wealth we face today was at the turn of the 20th century. That was when President Teddy Roosevelt warned that “a small class of enormously wealthy and economically powerful men, whose chief object is to hold and increase their power,” could destroy American democracy. Roosevelt’s answer was to tax wealth. Congress enacted two kinds of wealth taxes. The first, in 1916, was the estate tax — a tax on the wealth someone has accumulated during their lifetime, paid by the heirs who inherit that wealth. The second tax on wealth, enacted in 1922, was a capital gains tax — a tax on the increased value of assets, paid when those assets are sold. Now, both of these wealth taxes have shrunk since then, or become so riddled with loopholes that they haven’t been able to prevent a new American aristocracy from emerging. But they set a crucial precedent that when inordinate wealth is concentrated at the top, the solution is to tax it. So don’t listen to billionaires and their defenders whining about taxing wealth. As of now, I want Manchin to run for President. I feel he is the only federal politician looking out for Americans, not just democrats or republicans.
The Reconciliation Bill & Political Skill This morning I was listening to the premier radio station of the Northeast, 1010 WINS. While it covers the weather and traffic of NYC, it can be heard from New Jersey to Vermont (I invested in a powerful portable radio and even could hear it in Canada when I traveled there.This was before internet radio.) In addition, it covers the local news of NYC in a very superficial way. Why I listen to it is because it also gives the headlines of national news. It provides little explicit editorial perspective, but when you listen enough, you start to think there are some implicit editorial views expressed by the order the news reports. So, now we are just learning that Biden and the Democrats have agreed on the current Reconciliation Bill. I suppose this means that the corporations and über wealthy have told their Democratic Puppets, Manchin, Sinema, et al., that the bill will not impact them much. It seems that at some point in time, many people would have been grateful that a "compromise" was reached. Those were days when most people agreed that "have a loaf is better than none," and “something is better than nothing.” What I found interesting was the next bit of news was Biden's "sinking" poll numbers. Also, the announcer said that other polls numbers show that "people" think the country is not moving in the right direction. On first hearing it you'd think the Democrats resolving the pull towards the common good vs. the pull towards the interests of the über rich and the large corporations was bad, and that it's all Biden's fault. So does that mean that Biden should have kept his visionary plan under wraps and not announced anything until all the wrangling was done? Was that even possible? Tell you one thing: Manchin and Sinema are now well know DINOs and Highly Toxic Politicians. Whsn asked to help in out of state elections you know where you want to. As one of my friend's grandmothers used to say about corrupt powerful people (mostly local mobsters & pokiticians at the time), "I hope they choke to death on all their %^<{-ing money, the sons of b!tches!" She was never far off the mark.

I heard Elon musk complaining about paying extra taxes today saying “eventually the wealthy will run out of money and then I’ll come for you “ Mr. musk they already have come for us. It’s people like Donald Trump that make billions and pay $750 in taxes that caused the problem.
The bill needs to be passed, afterwards all Democrats need to do EVERYTHING possible to make life hard for the two senators who obstructed the president’s agenda. Don Winslow put out a video on Manchin. That video hasn’t had enough attention, the video needs to be plastered everywhere. Anyone who can share it please do so.
This garbage bill is full of pork that has nothing to really do with infrastructure and is about taking away voting rights and having no ID required to vote which makes it easy to commit fraud. And ID is required for almost everything in the USA. The only reason not to have it is you plan on committing fraud and letting millions of illegals and dead people vote. I for one do not want to pay for any member of Congress or Senate campaign's or for all these illegals and refugee's coming here who are being treated and given benefits better than our homeless and poor. They do not deserve a fast track too citizenship they came here illegally to sponge off our benefit programs that we the working Citizen's will be paying out of our pockets. They are pouring in here and the FED is broke. We have to borrow money and they want to pass in this bill that they can have the banks spy for IRS if you have 600.00 or more in accounts and what you spend out of your accounts and they want to add 80,000 jobs to IRS to spy on Americans accounts that we will be paying for. They are looking for a way to foot this bill of 5 Trillions and want to seize money from our accounts. Wake Up People. This is Totalitarianism. Total control by Government equal Communist Marxist Socialism where we the people have no rights and they can kill you , starve you or throw you in one of the 800 US FEMA work Camps and torture, kill you, rape you, organ harvest just like CCP, take control of your Children and You Can't do anything about it and they can rape your children, organ harvest, Adrenochrome harvest, Cannibalize, sacrifice and torture them. The reconciliation bill must be passed. Two senators are holding everything up. They have been bought by dark money & aren't working for the majority of Americans. This has to stop. They think they are better than everyone else.
Manchin and Synema are trying hard to rip out all parts of this bill that would benefit the people. No expansion of Medicare, no paid leave, no free community college, no climate change stuff. What exactly would they leave in there that benefits anyone except the status quo? There was a time that this intense negotiation would be between parties, not within the party itself. This is why it matters about the quality of the candidate and the “lesser evil” argument is bullshit.
I know my Representatives are just like Trump and it really sucks.
