Senate Passes Bipartisan China Competition Bill, Draws Criticism From Chinese Communist Party

What’s the story?
- The Senate on Tuesday approved a broad package aimed at improving America’s technological competitiveness and checking China’s geopolitical ambitions, which drew a swift rebuke from the Chinese Communist Party (CCP).
- The U.S. Innovation and Competition Act cleared the Senate on a bipartisan vote of 68-32 and contains about $250 billion in funding for technological research and incentives for the domestic production of semiconductors, in addition to provisions aimed at boosting America’s geopolitical standing relative to China.
- In response to the Senate’s passage of the bill, the foreign affairs committee of the National People’s Congress ― China’s ceremonial legislature that is controlled by the CCP ― criticized the bill.
- The CCP committee said provisions in the bill that aim to punish China’s human rights abuses against Uyghur minorities, support democracy in Hong Kong, and support Taiwan’s autonomy amid threats by China are “purely China’s internal affairs and absolutely no foreign interference will be tolerated.” It added:
“This bill seeks to exaggerate and spread the so-called ‘China threat’ to maintain global American hegemony, using human rights and religion as excuses to interfere in China’s domestic politics, and deprive China of its legitimate development rights… No force should expect that China will swallow any bitter fruit that harms China’s sovereignty, security or development interests.”
- While neither party in the U.S. Senate was completely satisfied with the version of the bill that advanced from the chamber on Tuesday, the chamber’s Democratic and Republican leaders each spoke to the significance of the package and the bipartisan work that went into it.
- Majority Leader Chuck Schumer (D-NY) remarked that the margin of the vote was “an overwhelming display of bipartisan support”, which he noted is a “rarity on a major bill in this Senate.” He also emphasized the importance of the package, adding:
“I believe that future generations will look back on this competition bill as the turning point for American leadership in the 21st Century.”
- Minority Leader Mitch McConnell (R-KY) said that the bill in its current form is an “imperfect approach to an extremely consequential challenge” and added:
“One thing this legislation did demonstrate extremely well, however, was that the rules of the Senate don’t stand in the way of bipartisan legislating… Needless to say, final passage of this legislation cannot be the Senate’s final word on our competition with China. It certainly won’t be mine.”
What’s next for the bill?
- The bill now heads to the House, where it’s unclear whether the package will be considered as one bill or as several through a more piecemeal approach.
- Politico reported that the bipartisan leaders of the House Foreign Affairs Committee have been negotiating about the text of the proposal, and a markup hearing could occur in the next few weeks.
- Whenever the House finishes its work on its version of the bill, it would then either head back to the Senate for renewed consideration or go to a bicameral conference committee composed of bipartisan lawmakers who would be tasked with hashing out the differences between the two bills before the package receives its final votes in both chambers.

I support investment in this Country and the statement of principles that our country holds. I do think this act needs to be addressed diplomatically with the Chinese and that we insist upon dealing with them honorably. They are a formidable economic power and our free market enterprise as well as the rest of the world’s built their formidable economy because they were able to produce quality products more economically than anywhere else. This widespread loss of the world’s manufacturing capability was predictable and in fact was predicted by Ross Perot and was the reason why I voted for him in his Presidential bid. The Chinese have engaged in technical espionage and coercive practices to gain trade secrets and they need to be called out for that. The remarkable growth of their economy, the greatly increased affluence of the Chinese people and their tremendous infrastructure improvements cannot be denied. They have strategic goals to become the dominant world economy and they are close to achieving it. The answer is not to suppress them as I have heard so many politicians state; it is losing strategy. We cannot presume that China or any of the world’s countries will acquiesce to our might makes right bullying. The answer is to invest in our people so we can out compete them if we truly want to retain our country’s precarious position as a world leader. This program does point us in the right direction but is not enough. The answer lies in Biden’s highly synergistic initiatives that prepares us for the very real world-consequential challenges ahead and would put our country in a position to not only resolve these challenges, but to profit by so doing.
America must remain capable and competitive in order for our freedoms to be protected. I am in favor of measures to limit and punish human abuses, and to enable us to help protect our allies from their enemies. The government of Taiwan, formerly called the Chinese Peoples' State, is a republican form of government that we need to stand with in order that criminality and communism, which is a form of fascism, cannot be allowed to destroy the protected freedoms of our republic and our allies' freedoms.
I’m of the opinion that if the CCP is against something, it probably means it’s a pretty good thing.
International trade must be fair.

Instead big business trying to maximize profits by producing products in sweat shops overseas, we should me making these products in the US. Wages may deny profits but big business will just pass it on to the rest of us. But, shortages raise prices too.

If we can get more of our people to realize the threat to democracy that the Republican Party and State Republican legislators represent in their quest for political power we will hopefully be able to sweep enough of the national Republicans out of office and dominate the Senate and the House. The Republican Party is counting on the people being too stupid to see the dangers that their messing with voting represents. I hope enough people can see this and just vote these a$$h@les into oblivion. With a sound Senate majority, people like Warren and Klobuchar can be free to join the administrations team to make things happen. Warren, with her intellectual and insightful grasp of issues and ways to resolve them and Klobuchar with her pragmatic ‘where the rubber meets the road’ insight and skill in bringing others along.

Sharon S: Thanks for the great summary of the ProPublica tax disclosures. It sure puts Elizabeth Warrens’s wealth tax proposals in a much clearer light. Her proposals coupled with the Treasury’s effort to have an equitable corporate tax strategy with the major democratic economies could fix a lot a lot of things in this country and also greatly strengthen our economy which, would benefit the newly higher taxed wealthy as well. Elizabeth Warren is brilliant and a much needed voice to help guide our country’s future.
