Protecting America Through Lawful Detention of Terrorists: This executive order reverses a 2009 executive order issued by former President Barack Obama ordering the closure of detention facilities at U.S. Naval Station Guantanamo Bay. It authorizes the transportation of additional detainees to the facility and requires that its operations be consistent with relevant U.S. and international law. It also directs the Secretaries of Defense, State, and Homeland Security, along with the Attorney General and Director of National Intelligence to recommend policies governing the transfer of individuals to Guantanamo Bay within 90 days. If detainees aren't charged in or subject to a conviction by a military commission, any detainees transferred after this date would be subject to periodic reviews to determine whether continued law of war detention is necessary to protect against a significant threat to the security of the U.S. (Order)

Imposing Additional Sanctions with Respect to the Situation in Venezuela: This executive order prohibits U.S. citizens and banks from buying new bonds from the government of Venezuela or its state oil company. It also allows the Treasury Department to make exceptions, which it has done in allowing a 30-day wind-down period, trading of existing bonds on the secondary market, and transactions involving food, medicine, and humanitarian aid. The order went into effect one minute at 12:01am on August 25 before it was disclosed to counter sanctions evasion. (Order)

Agency heads would be responsible cybersecurity risk management and modernizing IT as part of an "executive branch enterprise." Establishment of Presidential Advisory Commission on Election Integrity: This executive order would establish a 15 member commission chaired by the vice president. It will report to the president and identify laws, rules, policies, activities and strategies that enhance or undermine the American people's confidence in the integrity of voting processes used in federal elections. They will then produce a report within 180 days identifying violations or abuses of a trade or investment agreement and WTO rules; unfair treatment that hurts American manufacturing, farming, or ranching workers; and instances where a trade relationship failed to produce the job creation or increased exports as had been hoped for. America-First Offshore Strategy: This executive order directs the secretaries of the interior and commerce to consider allowing lease sales to proceed for oil and gas exploration in those areas of the outer continental shelf — the waters off the U.S. coast controlled by the federal government. It directs federal agencies to expedite consideration of seismic survey permits for the outer continental shelf. The order also clamps down on the use of National Marine Sanctuaries as an obstacle to offshore drilling by requiring a survey of the would-be sanctuary’s potential for energy generation, either through oil and gas extraction or wind or other sources, to be completed before a sanctuary is created. All sanctuaries created or expanded in the last 10 years will be subject to review over the next 180 days, which will include an analysis of the opportunity costs of potential energy production in the area. Review of Designations Under the Antiquities Act: This executive order directs the Secretary of the Interior to conduct a review of all national monument designations made since January 1, 1996 that covered more than 100,000 acres. The secretary would provide a final report on the matter within 120 days of this order detailing whether the designations were excessively large, if the lands were truly of historic or scientific interest, the effects on recreational use of the lands and nearby non-federal lands, and the impact on local communities. The Bears Ears National Monument, designated by former President Obama in December 2016, would be the focus of an interim report due after 45 days. (Order)
Enforcing Statutory Prohibition on Federal Control of Education: This executive order initiates a review of Dept. of Education regulations and guidances to determine if they conflict with laws preventing federal interference in aspects of education policy left to state and local governments. Those areas include curriculum at elementary and secondary schools; school administration and personnel; and the selection of textbooks, instructional materials, and library resources. It also caps the total number of refugees that can be admitted during fiscal year 2017 at 50,000 and suspends all refugee admissions for 120 days while the State Department evaluates which countries pose the least risk. Syrian refugees would be prohibited from entering the U.S. indefinitely, and a plan for setting up safe zones for vulnerable Syrian populations would be established under the supervision of the Secretary of Defense within 90 days. The order also suspends the visa interview waiver program, and expedites the completion of a biometric entry-exit tracking system for visitors to the U.S. (Order)

Memorandum on Rebuilding the U.S. Armed Forces: This memo calls for Secretary of Defense Jim Mattis to carry out a 30-day "readiness review" that examines needs for the war against the Islamic State and Islamic terrorism at large, in addition to assessing how operations against “near-peer competitors” like Russia and China could be carried out. It tasks Mattis with developing a new national security strategy by January 2018, and calls on the Pentagon and Office of Management and Budget to craft a “military readiness emergency budget amendment” to increase defense spending in fiscal year 2017. Enhancing Public Safety in the Interior of the United States: This executive order directs the Attorney General and Secretary of Homeland Security will designate sanctuary jurisdictions — defined as states, counties, or cities that refuse to enforce federal immigration law — and make them ineligible for federal grants except as needed for law enforcement purposes. The list of sanctuary jurisdictions would be made publicly available, as would a weekly list of crimes committed by unauthorized immigrants in those locales. It also directs the State Dept. to condition negotiations with countries that refuse to accept their citizens who’ve been deported on their acceptance, and calls for the hiring of an additional 10,000 Immigration and Customs Enforcement personnel. Border Security and Immigration Enforcement Improvements: This executive order directs the Dept. of Homeland Security (DHS) to begin construction of a wall along the U.S.-Mexico border in compliance with the Secure Fence Act of 2006. DHS would be authorized to build or operate facilities for detaining unauthorized immigrants near the southern border. It ends the so-called "catch-and-release" policy, under which immigration officers release unauthorized immigrants while they wait for a hearing before an immigration judge. The order also calls for federal prosecutors to prioritize prosecutions of offenses related to the southern border, and directs DHS to hire another 5,000 Border Protection officers. (Order)
