Most animal cruelty laws currently operate at the state, instead of the federal level. This creates a patchwork of legislation that can make it difficult to prosecute certain crimes and results in different sentence lengths for the same offenses across the country.

But more troubling, the patchwork of state laws do not enable animal cruelty prosecution in the modern, internet age, where many crimes are committed online and can't be specified to a particular state. As a result, many states are not able to begin investigating online animal cruelty videos because they are not sure it will end in their jurisdiction. This lack of clear responsibility for online animal cruelty videos has allowed thousands of animal torturers to evade consequences and has allowed a community of "animal crushers" to flourish online.

We need to put an end to the loopholes that allow animal torturers to escape consequences. We are asking you to pass a federal law that will modernize animal cruelty laws to apply to the modern age. We must prosecute individuals posting animal torture videos online and stop this community from growing any further.
