We demand that FIFA pass a resolution whereby: the Russian Federation’s membership in FIFA be suspended; Russia is stripped of the privilege to host the 2018 World Cup; and the Russian National Team is denied the privilege to participate in the upcoming 2014 World Cup in Brazil.

I support the Red Card Russia initiative to raise awareness through Football and other means of the Russian Federation's aggression in Ukraine and its clear and flagrant breaches of its obligations under international law and international treaties. The views of the Western community and Western governments on this issue are clear in their solidarity against such behavior and for the need to impose sanctions on Russia.
I know that FIFA and its partners have received similar requests from many individuals and organizations around the world. I urge you to act.
FIFA's mission statement states that it is FIFA's responsibility to ensure that football is used to promote solidarity, regardless of gender, ethnic background, faith or culture.
According to Article 3 of the FIFA Statutes: "[d]iscrimination of any kind against a country, private person or group of people on account of ethnic origin, gender, language, religion, politics or any other reason is strictly prohibited and punishable by suspension or expulsion."
Under Article 4(b) of the FIFA Statutes, FIFA further commits itself to promoting friendly relations in society for humanitarian objectives. Such aspirations manifestly require that the entire football family upholds these same moral and legal values.
There is ample precedent for suspending or expelling a FIFA member, such as when UEFA and FIFA respectively banned the Yugoslavian team from participating the 1992 Euro and 1994 World Cup competitions. In those cases, UEFA and FIFA were acting in compliance with a UN resolution by which the signatory countries agreed (amongst other things) not to host any sports teams from Yugoslavia.
Similarly, under article 85 of the FIFA Statutes, the FIFA Executive Committee has powers to act in cases of unforeseen contingencies and force majeure. We understand that provisions within the Organising Agreement for the 2018 World Cup enable FIFA to terminate or suspend that agreement where the host country finds itself at any point prior to the tournament in circumstances which merit such action.
Since the Russian Federation continues to similarly display a brazen disrespect for fundamental principles of FIFA and international law in Ukraine, I hope you will agree that it does not deserve the honor of either hosting the World Cup or participating in one. I ask that a more deserving World Cup 2018 bid should be re-considered instead and on an urgent basis. I look forward to your timely action on this matter, and will be pleased to further support this request.
