Require law enforcement and State agencies to mandate federal investigation into civil rights/criminal complaint findings of investigatory outcomes. Currently in Oregon there is widespread corruption, otherwise improper, unlawful discrimination w/in local law enforcement and State agencies. These agencies condone and influence bias/improper investigations commencing from their rendering unjust findings after a citizen makes a valid civil rights, i.e., complaint. This must stop. Mandating federal, independent investigations into such complaints (outside of the law enforcement, or state agency complained to, or about, assigned to investigate such complaints, even complaints against any law enforcement or State agency once they conclude their findings) would ensure a more ethical, just, and non-bias finding.

This would allow a complainant a right to a fair and equitable, lawful investigation if they exercise their right to appeal a controversial finding by any law enforcement or State agency based on civil rights, i.e., complaints. A federal appeal to an outside [impartial] federal investigatory agency that would review the previous findings of the subject agencies above would more so ensure a fair, lawful investigation and its outcome as many findings to date have been flawed, based on the lack of diversity of the investigative personnel mindset within these agencies; in other words, Oregon has an extended history to not implore equality amongst law enforcement groups thus unlawful discrimination is a impedment to proper findings in the outcome of investigations, i.e., valid civil rights complaints including unfair housing, police abuse, brutality, falsifying police reports by law enforcement and their supervisors, government abuse of position, prosecution of criminal offenses based on fabricated evidence by the State and/or law enforcement, improper judicial conduct, etc.
This has long since been a huge factor for numerous decades in Oregon with regard to the above mentioned agencies rendering bias, unjust findings that cause the complainant (victim) to become more persecuted often suffering egregious financial, health and mentally injuring damages. The deprivation endured by that citizen has always led to loss of even the basic right to enjoyment of life including freedom from harmful effects.
