We the undersigned, live, work and play in and around Downtown San Jose. We value St. James Park as a treasure with a rich past. At present, however, the park is in crisis. It is populated by homeless people, mentally unstable individuals and criminals, to the exclusion of others. Parents will not take their children to the playground because law-breakers sell and do drugs there. The park’s population swells to twice its normal numbers on weekends because of illegal feedings. Family-oriented free events cannot take place due to security concerns over recent violence in the park. We also understand that other municipal police forces are directing their homeless to San Jose. SJPD officers are not enforcing current park rules and ordinances to address these problems.
We are frustrated and angry over the lack of enforcement. We demand that Chief Esquivel ensure the safety and security of the public in our park by enforcing all the rules, laws and ordinances that are already in place.
We call upon him to direct his officers to enforce the following park rules that directly affect citizens’ ability to live, work and play unhindered:
• Smoking and the use of illegal drugs or alcohol
• Guns, dangerous instruments and fireworks
• Littering, unauthorized dumping or dumping of residential garbage
• Entering park after closing
• Dogs off-leash
• Food and clothing distribution
• Camping in public parks or park lands
