ITEM 1.TO ENSURE THE INFORMED CONSENT OF, GOVERNANCE VISIBILITY OF, AND RETENTION OF CHOICES BY THE AMERICAN PEOPLE ON ALL IMPORTANT LEGISLATION, THE FOLLOWING PREREQUISITE ACTIONS BY BOTH HOUSES OF CONGRESS SHALL BE REQUIRED PRIOR TO APPROVAL OF ANY LEGISLATION BINDING ON THE CITIZENRY OR ANY SPECIFIC SUBGROUP OF CITIZENS:
1) Congress shall make no law regarding any legislation bearing on the subjects of ITEM (2) next - - without completing the following investigation and reporting results to the Citizenry at least 100 days prior to the 1st approval vote in either chamber of the legislature: i. Accomplishing and publishing for all citizen access, a full COST-BENEFIT analysis comprising a 50 page report broken out to the top 10 subjects comprising the total cost and, separately, the associated benefits, gauged in a monetary unit to be readily compared to the cost. ii. Providing for at least one 4-hour televised proceeding by each chamber of Congress delineating: a. the cost-benefit impact to the Citizen (from either direct gov’t action or as a result of actions mandated on the private sector economy). b. the Constitutional provison under which the legislation is being imposed on the citizenry. iii. The televised proceedings of ITEM ii. shall: allocate equal time for presentation by the appropriate legislative committee Chairperson and Ranking Member, and an equal number each of their invited committee members or outside experts; allocate 20% of the report time for Citizen questions submiited by suitable “live” digital media. In cases where more than a single Congressional Committee shall have crucial responsibilities, then the top 2 Committees shall each have separate 4 hour televised proceedings. 2) Any change to the legislation during the 100 day period prior to the approval vote, shall result in re-starting the 100 day clock.
ITEM 2.The ITEM 1 requirement shall apply to any legislation encompassing one or more of the following legislative subjects: (i) GOD, THE CREATOR, ANY ESTABLISHED RELIGION WITH A FOLLOWING OF MORE THAN 10,000 CITIZENS, AND THE AMERICAN FLAG; (ii) REVENUES, SPENDING, THE NATIONAL DEBT OR FOREIGN AID TO ANOTHER NATION OR GROUP OF NATIONS; (iii) HEALTHCARE; (iv) DUTIES OF THE UNITED STATES SUPREME COURT OR THE RIGHTS OF THE INDIVIDUAL STATES; (v) THE CITIZENS RIGHTS TO LIFE, LIBERTY, THE PURSUIT OF HAPPINESS AND PROPERTY; (vi) ENERGY AND THE ENVIRONMENT; (vii) PUBLIC EDUCATION UP THROUGH THE 1ST BACHELOR OR EQUIVALENT UNDERGRADUATE DEGREE; (viii) ANY FEDERAL MONIES INTENDED FOR DISBURSEMENT DIRECTLY TO ANY INDIVIDUAL CITIZEN WHEN NOT ACCOMPANIED BY THE SAME MONIES FOR EVERY CITIZEN; (ix) THE PROCESS OF GRANTING OF CITIZENSHIP RIGHTS AND/OR GRANTING OF ANY REMUNERATION OR BENEFITS TO ANY PERSON ON WHOM HAS NOT BEEN CONVEYED FULL RIGHTS OF CITIZENSHIP; (x) INVADING THE PRIVATE INFORMATION OR DETENTION OR INCARCERATION OF ANY AMERICAN CITIZEN; (xi) TREATIES BETWEEN AMERICA AND ANY OTHER NATION OR ORGANIZATION OF NATIONS; (xii) ANY GOV’T FUNDED REMUNERATION, BENEFIT OR LAW WHICH TREATS ANY GOV’T EMPLOYEE DIFFERENTLY FROM COMPARABLE BENEFITS AVAILABLE TO THE FULL AMERICAN CITIZENRY IN THE PRIVATE ECONOMY.
ITEM 3. Within 4 years of passage of this
amendment, all prior-existing American
laws, falling under the provisions of
this amendment, shall be rewritten and
henceforth enforced for compliance with
the above requirements.

A UNIVERSAL CITIZENS "AMENDMENT" IDEA
Folks, is there something you'd like to "petition" our fellow Citizens to celebrate and revere about the uniqueness of America? Does it start with the Principles enunciated in our Declaration of Independence, which are then embodied in our Constitution as a bedrock streucture to preserve our American form of government. The Founders created these documents, believed deeply in them and fought a difficult war to put them into practice. They were the inspiration for President Lincoln's description of a Nation "of the People, by the People, for the People".
Importantly, the Constitution gives Citizens a mechanism to
make occasional adjustments to our
Constitution. In recent times, as
varying political leaders take an oath to preserve, protect and defend this
document - - they also have a habit of gradually draining power away from the
People and accumulating it in the Federal government. It's time for the Citizens to remind our
Elected leaders, that straying from our bedrock document is not in the People's
interest and we need to emphasize those thoughts to all our Elected Representatives. The way is clear: a Constitutional Amendment. This Petition is not intended to be that
Amendment, but it is intended to enunciate some of the CITIZENS'
Responsibilities that should be contained within it. If you
