On June 3, an ammonia-triggered explosion occurred and the resulting fire in a chicken product processing plant called the Baoyuanfeng Poultry Company, located Dehui City, Jilin Province, took the lives of 119 workers and injured another 77. A fire had already occurred in this factory three years ago, and many of the safety problems of this factory should have been obvious during earlier fire-control inspections.
The Baoyuanfeng factory had a number of safety concerns, and had they been uncovered in earlier inspections, this tragedy would have been prevented. For example, the factory does not have a safety officer, its workers had not received any safety training, it kept all but one door closed in the production facility (which prevented workers from escaping the fire), and the factory uses liquid ammonia for production purposes, which had already initiated a fire three years ago. These problems would have been easy to detect during the safety inspection from Chinese Fire Department but had either been overlooked or ignored. In this sense, Chinese fire officials are at least partially responsible for this tragedy.
So now we demand Chinese Fire Department to disclose information and documents on who did the previous fire-control inspection on this factory, how the inspection was done, and what the investigation report said.
Lax Safety standards are also a problem in factories making exported products. In 2011, there was a Foxconn factory in Chengdu producing Apple Ipads also exploded, leading to the deaths of 3 workers. The entire system of factory monitoring in China needs serious reform in order to prevent more tragedies.
