The Constitution was designed to have due public deliberation preceding Legislative enactments so Citizens could exert attention and oversight to Congressional dealings. But for highly voluminous Bills or Bills that only see daylight very shortly before critical Congressional votes, it is impossible for Citizens to read the Bill, discuss it with friends and colleagues and then present their views to their elected representatives. Congress must work to require (1) a much smaller number of Bills and Regulations created per Congressional Session, and (2) an effective and tight limit on the number of pages or words per Bill or Regulation. By the way, the due date for this Petition is September 26, 2013. On this day in 1789, almost 2 1/4 Centuries ago, George Washington named Thomas Jefferson as our first Secretary of State. What a team! We need more contemporary Leaders of that quality.
