多年來,我們催逼政府盡快為139B修例,圖禁止寵物私人繁殖繼續殘虐動物,遺害社會。 但漁護署竟然倒行逆施,完全漠視動物的福利及公共的衛生下,只求向私人繁殖者獻媚,討好商家,強行借139B修例,向私人寵物繁殖發牌!縱容不法份子將動物推向地獄!


還有兩個星期,政府將我們一眾團體及民間反對聲音置諸不理,將建議提交立法會,香港動物最黑暗的日子就此開始。

Say ‘NO’ to bad breeders. Stop the exploitation of animals for profit. Regulate the pet breeding industry with 1 license

WE WANT:

1 single, uniform license for ALL pet breeders that will:

1) PROTECT the health and welfare of the animals being bred
2) PROTECT the consumer’s rights
3) PROTECT and safeguard public hygiene

This single license will enable professional breeders to operate as a business on a commercial premises BUT it will also ensure they do so under STRICT and CONTROLLED measures.

WHY:

Pet breeding is currently not illegal in Hong Kong and can be operated anywhere, be it a residential or commercial premise.

What does this mean? It means that there are pet traders out there who operate under unscrupulous and ruthless circumstances. They breed from their home where they keep a large number of animals trapped in horrendous, unsanitary, unhygienic and often tiny, cramped, cruel conditions.

THE ANIMALS ARE THE ONES WHO SUFFER.

They spend their whole lives in tiny cages, are forced to breed and when they can’t make any more money for the pet traders, they are abandoned and dumped like trash in the street.

Breeders who operate in crowded residential premises also pose a threat to public health and hygiene, as illustrated by past cases uncovered in the media.

What we want from the government: 

We believe that if the government is serious about addressing the safety and welfare of dogs in the breeding industry it should create 1 single license. The requirements of the license should include the below criteria:

1) It should sufficiently ensure that the health and welfare of the animals are safeguarded
2) There should be a limit on the number of licenses issued so that the number of breeders can be properly monitored
3) There should be a limit on the number of female dogs kept by each license holder for the purposes of breeding
We believe that these simple steps will better serve the interests of the animals in the industry and also the interests of those buying the dogs.
We are currently in a dialogue with the government regarding these proposals and we need your support.

The HK government has currently proposed amendments to breeding regulations in the pet industry (otherwise known as Cap 139b).

Under the new scheme they are proposing 3 different licenses, some of which will allow pet breeders to continue to operate legally without a business registration and in private residential property.

While it may be regulated on paper, it is virtually impossible to enforce.

The result? Animals continuing to be exploited for profit with little effective control from the law.

Before these licenses are enforced, we have a chance for our voices to be heard.

We need to act now and tell the government, we want 1 strict, uniform license NOT 3.
