It is with utmost respect that we ask your office to initiate the process towards the ratification of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights (OP-ICESCR) by putting the presidential seal on the said document. Your signature and the eventual ratification of this instrument will enhance the recognition, protection and fulfillment of these entitlements of the Filipino people.
Human rights violations in our country are not just civil and political in nature such as torture, extrajudicial killings and enforced disappearances. Rights are also trampled upon every time informal settlers are evicted without due process, farmers are harassed and killed while fighting for lands, indigenous peoples are duped into giving their consent to mining operations in their ancestral lands, and laborers are forced to accept restricted and unsecured working arrangements.
We believe that signing the OPICESCR will further manifest your commitment to your Social Contract with the Filipino People because this will signify that your administration recognizes that food, education, health, housing, and employment are not mere needs but basic rights of our people. This will demonstrate that you are intent on urgently fulfilling these entitlements in terms of policies, budgetary allocations and actual programs on the ground.
We recognize that our country’s problems are gargantuan and complex and these will not be solved by the mere signing of this instrument, but this will aid all of us, especially your administration, in crafting policies and setting priorities to address hunger and poverty and to steer us through your tuwid na daan.
