Shelters are currently able to ban rescue organizations from pulling at-risk animals, even when they are willing to pay, and even when the animal is scheduled to be killed anyway. This needs to stop. Rescue organizations can and will take a lot of these animals if allowed access. Rescues will go to the extra effort to place them that shelters often will not go to. They created the concept of "Pound Seizure" to enable labs to take strays and experiment on them, but now we need to use that same concept to save the lives of healthy companion animals.
