We should kill "Rape" as Society Evil and not only "Rapists" . While we should have death punishment , what about preventing crimes against women. Supreme Court of India has provided directions which implementation will prevent the crimes against Women and Society. Hence petition is to request Supreme Court to ask and force implementation of its directives. We do not want any more such unfortunate incident.

Petition Against Union Government of India.

1 : Why Govt is not able to Implement Directions as per Supreme Court Orders as per CIVIL APPEAL NO.8513 OF 2012 to prevent Women Molestation and Crimes.

2: Implement directives of Supreme court order vide Writ Petition (civil) 310 of 1996 of 22nd Sept 2006 on Police Reforms.

Implementation 1:

There is one universal truth, applicable to all countries, cultures and communities: violence against women is never acceptable, never excusable, never tolerable.

We should kill "Rape" as Society Evil. There is National outrage on Death penalty for rapists. It will kill rapists and not "rape" .

We request The Chief Justice of India to take the petition and direct Union Govt and State Govt to provide Status of its own directives provided and monitor the progress.

The Supreme Court Directives as herewith as per CIVIL APPEAL NO.8513 OF 2012 on Molestation and harassment . (A Civil Appeal(No. 8513 of 2012) arising out of SLP (C) No.31592 of 2008 a bench of Justice K.S. Radhakrishnan and Justice Dipak Misra, of Honourable Supreme Court in public interest, gave following directions to curb Eve teasing on the case The Deputy Inspector General of Police & ANR. Vs. S. Samuthiram (Decided on November 30, 2012),

32. The Parliament is currently considering the Protection of Woman against Sexual Harassment at Workplace Bill, 2010, which is intended to protect female workers in most workplaces. Provisions of that Bill are not sufficient to curb eve-teasing. Before undertaking suitable legislation to curb eve-teasing, it is necessary to take at least some urgent measures so that it can be curtailed to some extent. In public interest, we are therefore inclined to give the following directions:

(1) All the State Governments and Union Territories are directed to depute plain clothed female police officers in the precincts of busstands and stops, railway stations, metro stations, cinema theatres, shopping malls, parks, beaches, public service vehicles, places of worship etc. so as to monitor and supervise incidents of eve-teasing.

(2) There will be a further direction to the State Government and Union Territories to install CCTV in strategic positions which itself would be a deterrent and if detected, the offender could be caught.

(3) Persons in-charge of the educational institutions, places of worship, cinema theatres, railway stations, bus-stands have to take steps as they deem fit to prevent eve-teasing, within their precincts and, on a complaint being made, they must pass on the information to the nearest police station or the Women’s Help Centre.

(4) Where any incident of eve-teasing is committed in a public service vehicle either by the passengers or the persons in charge of the vehicle, the crew of such vehicle shall, on a complaint made by the aggrieved person, take such vehicle to the nearest police station and give information to the police. Failure to do so should lead to cancellation of the permit to ply.

(5) State Governments and Union Territories are directed to establish Women’ Helpline in various cities and towns, so as to curb eveteasing within three months.

(6) Suitable boards cautioning such act of eve-teasing be exhibited in all public places including precincts of educational institutions, bus stands, railway stations, cinema theatres, parties, beaches, public service vehicles, places of worship etc.

(7) Responsibility is also on the passers-by and on noticing such incident, they should also report the same to the nearest police station or to Women Helpline to save the victims from such crimes.

(8) The State Governments and Union Territories of India would take adequate and effective measures by issuing suitable instructions to the concerned authorities including the District Collectors and the District Superintendent of Police so as to take effective and proper measures to curb such incidents of eve-teasing.

Implementation 2 :

Implement directives of Supreme court order vide Writ Petition (civil) 310 of 1996 of 22nd Sept 2006 on Police Reforms. (BENCH: Y.K. Sabharwal, C.K. Thakker & P.K. Balasubramanyan )

The Police attitude and its model needs to be changed . The Union Govt should be asked the status of Supreme court directives on Police Reforms as per its Order Writ Petition (civil) 310 of 1996 of 22nd Sept 2006 on Police Reforms. It is critically important to set up effective Police System in India urgently required for Police establishment to able to act in effective and proper manner.

Separate law and order from investigation*
Set up Police Establishment Board or PEB for postings, transfers*
Two-year tenure for DGP, SP, SHO*
Set up National Security Commission or NSC for posting of police chiefs*
Set up Police Complaints Authority or PCA*
Set up State Security Commissions or SSCs

We seek Chief Justice of Supreme Court of India to ask the status and compliance report from Union Govt of India on two aforementioned directives as provided by supreme court.

We citizen of India feel that the compliance and implementation of these both directives will make India better law and governance society and will prevent unfortunate occurrence the way nation is witnessing in Delhi gang rape case.

There are Directions from Supreme Court of India to Union Govt and State Govt to implements its recommendations.

See the recommendations..If these are implemented , it will prevent crime against women.

To Prevent Rapes/Sexual Abuse/ Sexual Harassment and ensure Government of India implements the directives as provided by Supreme court of India on Women Molestation and Police Reforms.

There is no option than seeking intervention of Supreme Court to ask for the status report and direct the implementation of its directives strictly.
