On 3/14 / 2012 My son Charles E. Cobillas lll moved to Madison, Maine to live with his elderly grandparents. He secured employment with a company he previously worked for, for 5 yrs in Springfield, IL. Approximately a month later his girlfriend of 4 weeks went to Maine to be with him at his grandparents house. On April 27, 2012 I received a frantic phone call from the girlfriend and I couldnt make since of this conversation. It was clear to me that she was under the influence of drugs. She has in the past abused her prescription pills. So I questioned her about this and if she was giving these drugs to my son, where she stated "No, i swear to God on my son's life they are put up and only I know where." The next day 4/28/2012 I received a phone call from my Step Father telling me my son had passed. It was clear to the responding police officer that drugs were involved in his death. He also made a point to tell me that she was "drugged out of her mind". After the police cleared the house, we continued questioned the girl about what was going on and she continued to act oblivious until she broke down and told the family she shared her prescription with Charles.
In the state of Maine they have a
Prescription Abuse Law...She was not arrested for this. She also wasn't arrested for sharing her medications with Charles E. Cobillas lll. His toxicology report has come back and it showed that he did have her medication in his system. This is a Federal Law prohibiting anyone from sharing a controlled substance. Again no charges have been filed. I and We the people want her to take some responsibility for Charles' death. She did share her prescribed controlled substance that led to his death.My son has been in trouble with the law in IL., but never for drugs, or the abuse of them. She has had drugs charges in ILL.. When I spoke to the police officer about charges being filed, he stated they didnt have the financial means to investigate his death.

I am writing this petition to bring to light what has happened to my family so it hopefully dont happen to other families. I am hoping to obtain signatures for enough support so when I bring this to the state of Maine's District Attorney they can see that there are other people who care for the cause and for justice to be served. Hopefully my family will be able to obtain closure in knowing Charles death was not in vein.
I am not asking to change any laws or to make stricter guidelines or penalties. I am just asking for the existing Federal Law on sharing prescription drugs and Prescription Drug Abuse Law in Maine to be upheld. Laws like these were passed to bring justice for victims like my son.
