CHILD TRAFFICKING FOR SOCIAL GRANTS

The order that has gone out from the MEC of Social Development instructing Social Workers to place all orphaned and vulnerable children with extended family has spawned a new form of Child Trafficking unique to South Africa. Social Workers around the Country are belatedly doing the work of tracing relatives of children who have been in long term care. Then, without warning or preparation of any kind, they heartlessly tear the children away from loving care-givers and place them with people, who in many cases, they have not even met. If the relative is said to be ‘willing’ to take the child, if the house is ‘clean’ and ‘tastefully decorated’ they are deemed to be suitable foster parents. Where were these relatives when these children were orphaned, abandoned and abused? In the majority of cases they never showed any concern for the children before being promised Foster Grants by Social Workers.

The Trafficking in Persons Protocol defines Human Trafficking as organised movement of persons for profit. In short, the situation can be any state of hardship in which a human being is impelled to accept being exploited. Without a doubt children are now being used as commodities. It is abuse of vulnerable children who have no say over their lives and no alternative but to submit to the abuse. These children suffer physically, psychologically and emotionally. They are abused again by the very people who are supposed to protect them.

The Department of Social Development flagrantly violates human rights and perpetrates crimes to humanity on a daily basis.

The MEC of Social Development, Ms Bathabile Dlamini, needs to know that the citizens of South Africa will no longer tolerate the abuse of our children by the Department.

We:
1. demand the immediate resignation of Ms Dlamini.
2. demand an immediate moratorium on children being removed from long term care.
3. demand an investigation into the manner in which children are being trafficked for grants.
4. demand that the Children's Act of 2005 be upheld in that it states that in every decision the 'best interests of the child' need to be considered.
5. demand that the section 'best interests of the child' need to be redefined and legislation in this regard be formulated and ratified.
6. demand that legislation be instituted criminalising child trafficking for grants.
7. demand that perpetrators in the Department of Social Development be prosecuted.
