This communication is to respectfully and desperately seek your legal assistance specifically and expeditious investigation into a systematic pattern of corruption, existing within the Los Angeles Police Department, Northeast Division and the District Attorney’s Office.
The primary focus of the sought investigation is the departments assigned LAPD Northeast Homicide Detectives Harold DiCroce #26857, Lisa Governo#25535, Jose Carrillo#23837 and the Deputy District Attorney Andrea Pott who are motivated with evil motives and intent, to commence and obtain criminal convictions of innocent citizens/people. These crimes constitute a systematic pattern and common custom and practice, carried out against multiple victims, involving separate incidents, utilizing the same pattern, to carry out and achieve, the criminal objective , to obtain criminal convictions; Additionally, at all times material hereto supervisor official and/or personnel, knew or should have known about the systematic practices and common customs and pattern, in which, criminal convictions, was unlawfully obtained, during court and/official proceedings. Each incident, was, is, ignored, condoned and/or encouraged.These crimes can be proved beyond a shadow of a doubt, by utilizing and comparing various police reports, court proceedings and transcripts, relevant to each separate incident, with minimal investigation effort, the collusive pattern will be discovered, observed and established, corrupt conspiracies can be proved. At the city / county level, existing investigative agencies lack the professional, ethical, moral and integrity, to Effectively Investigate and Expose, the Magnitude of Criminal Activity of the LAPD NORTHEAST DIVISION DETECTIVES.
Our Compliant : In the Case of the People vs Matthew Turner CASE NO. BA360333. The above mentioned LAPD Detectives unlawfully secured a conviction against Matthew Turner Case BA360333 by coercing witnesses, withholding Exculpatory Evidence and endangering the lives of Matthew Turner , his immediate family and close friends all done acting under color.
On or about Oct. 2 2008 two boys (Adrian Betancor and Joey Chavez) were shot in a drive by shooting. Walking with the 2 boys was a female (Stephanie Renteria. Witness say a car pulled up and asked,” Where you from”? Deceased victim Adrian Betancor replies”OCK”. At which time the passenger exits the car and says ‘Fuck OCK “and open fire upon the boys. Adrian Betancor was shot one time in the abdomen and dies at the scene. Joey Chavez is hit 5 times in the upper torso and head and loses an eye. From the crime scene to the Police Station witness Stephanie Renteria names a local Gang Member (Fatal) as the shooter but denies it under oath (3RT1980).
Stephanie Rentenia gives a description of the shooter as being a Hispanic Male 5’5 shaved head, dark skinned and stocky. Matthew Turner is approx.5’10 light skinned and thin. He is also Afro American and has a Very Distinctive Mole on his face above his lip almost the size of a dime. Stephanie Renteria testifies that she was 4-6ft. away from the shooter as he exits the car and opens fire, and that she just“Freezes” (3RT1879.) as he proceeds to shoot at the boys.
On Oct.19 2008 Renteria help create a composite drawing. The drawing was marked People’s Exhibit 39. At this time Renteria told the artist that the shooter was a male Hispanic, 19 yrs. Old 5’5 tall, slender to medium built with buzz hair. The composite drawing did not include a Mole on the suspects face.
On Oct.31 2008 Renteria is interview by LAPD Northeast Detective Harold DiCroce #26857. Renteria is asked if there was anything that Stood Out about the suspect. Detective DiCorce goes on to lead the witness by stating “anything like a scar, tattoo or a Mole”? Renteria replies in the negative.
On June 29 2009 Renteria is show a six pack of photos. She told Detective DiCroce that one of the people “Looked Similar”. Detective DiCorce has her circle the photo and fill out a Witness Admonition Form as to why she chooses the person in position #3. All of a sudden she says she remembers him because of the mole. In this interview you can see Detective Dicroce manipulate Miss Renteria by using “Suggestive” words to suggest a mole on the suspect. Let me add here that whenever the Detective shows a photo six pack with Matthew Turner in it, he is always the Only One in it with a mole. This is very suggestive. In a live lineup Matthew Turner is the youngest one in the lineup and the only one with a mole. Returning to the interview, As Dectective DiCorce leave Miss Renteria in the interview room to fill out the Admonition Form, Renteria goes into her purse and pulls out a Cell Phone and proceeds to take a picture of the six pack with Matthew Turner in it.(3RT1917.)
When Detective Dicorce reenters the Interv. Rm., he reads the Witness Admonition Form and witness Renteria writes that “the guy in # 3 has the “Similar Features” as that guy I have seen. (4RT2405.). Dectective Dicorce states that “Similar” is not a “GOOD WORD” he says and suggests she use words like exact or to that affect. Renteria then changes her original Admonition, from “Similar Features” to “Looks Exact Like”. (5RT2412.).
Detective DeCorce obviously coerced Renteria into changing her statement.
During the 2nd Trial a witness, Ernesto Olguin was overheard by Mina Lopez Turner and Wayne Turner to say to LAPD Northeast Detective Lisa Governo, “I Never saw him before”, “That’s the wrong guy”, in reference to Matthew Turner.
Defense Exhibit “A” describes a statement made by Ernesto Olguin to Detective Governo wherein upon seeing Matthew Turner exit the lock up for the first time. Detective Governo was seated next to Ernesto Olguin when Matthew Turner exited the lockup and entered the courtroom (2SRT D35.). The follow colloquy took place between Detective Governo and New Counsel during the motion for new trial hearing:
QUESTION: And did Mr. Olguin say anything to you to the effect of “I have never seen him before” referring to Matthew Turner?
ANSWER: Mr. Olguin did make a statement to me. I don’t know exactly what it was. It could have been that. My best recollection is he said is that him? I don’t remember that exact words” (2SRT D38.) When he testified, Mr. Olguin said he would not be able to identify the shooter. (2SRT D38) When asked if “Olguin said I have never seen him”,Governo testified ,”I can’t say he didn't say that”.(2SRT D38.) She wrote no note regarding this conversation. (2SRT D39.). She did not disclose this to the defense. (SRT D40). Governo testified that Olguin was provided cash and relocated prior to giving testimony (SRT D41.).Prior to giving testimony, Governo told Olguin she would cause him to be relocated. She did not disclose this to the defense. (SRT D45.) Olguin was provided funds to relocate during the trial and while he was under electronic monitoring (SRT D51.)
Detective Jose Carrillo testified that he transported Joey Chavez to a live lineup (2RT1609.) Surviving victim Joey Chavez is unable to make identification at this live line up. However outside Detective Carrillo engages Chavez in conversation and asks him if he “recognized anyone from that day”? (2RT1612.) Chavez states he couldn’t make an ID because no one had a “Goatee”. (2RT1613.) Detective Carrillo also testified that Chavez told him he was not positive that number 3(Matthew Turner) was the person that shot him (2RT1621).
Detective Jose Carrillo is also mentioned in a complaint filed by David Dominquez Case BA185232 in 2003
In the initial investigation there were 4 anonymous phone calls that came into the police station. Each of these callers named a local Gang Member as the shooter Also a Man named George Young gets arrested for a warrant and says he has info on a recent murder. He too names the same person as the suspected shooter. These Detectives never went and questioned him about this murder. There is no log in the Murder Book or any recorded interviews with Detectives and him about this murder.
Northeast Homicide Detectives Harold DiCroce #26857, Lisa Governo#25535, Jose Carrillo#23837 during the 1st trial approached a known Gang Member and told him that Matthew named him as the shooter. We feel that these Detectives acted recklessly and endangered Matthew’s life and our immediate family and close friend’s lives also.
We filed a complaint with the LAPD Internal Affairs only to be denied justice in how these Detectives conducted this investigation. It is obvious that there was never any investigation launched by the LAPD INTERNAL AFFAIRS, because he has never been contacted by the LAPD Internal Affairs. Matthew has a solid Alibi, this crime happened at 12:20pm. Deputy Probation Officer Richard Romo testified that Matthew was signed in and recalls him coming to the office at 1:01 PM that same day.(5RT2767).

Of Justice to investigate the above named to see how many other innocent people have been unlawfully incarcerated due to the negligence, witness coercing, withholding of evidence that proves innocent of said peoples.

So we appeal to the United States of America's Dept. Of Justice to investigate the above named to see how many other innocent people have been unlawfully incarcerated due to the negligence, witness coercing, withholding of evidence that proves innocent of said peoples.
