Three years ago Billy Kuch was shot in the chest at point-blank range when he accidentally rang the wrong doorbell. Just two weeks ago a Miami man chased another man alleged to have stolen his car radio and stabbed him to death. Both of the perpetrators got off without charges because of Florida’s
