Review of community imput / corporation assurances to fix surrounding communities issues-complains timeline projections necessary... last conducted in 2007! You lose control of the aina and its resources if you do not take a good look around and assess how this activity is impacting constructive-necessary progress. Take a deep breathe and match what's' happening politically that impacts land use - only the public can evaluate without prejudice the need to tear up the aina and redistribute toward development not open to public domain.
Draining the minerals of the island doesn't sound like a good idea, especially for the ecology of the west side!
