Globally, an estimated 15 million people are denied citizenship. This figure is conservative: accurate numbers are hard to come by because governments rarely collect reliable statistics. Also, because stateless people are already vulnerable and struggling to fulfill their basic needs, few groups have organized themselves to be counted.
