We, the undersigned representatives of civil society organizations throughout the world, deeply concerned with the repeated failure of the UN to effectively carry out many of its obligations and commitments and dismayed by the UN’s lack of legislative powers for solving urgent problems :
1. Support the proposal calling for the UN General Assembly to hold a General Conference to Review the UN Charter, according to article 109; to strengthen and democratize the United Nations; and to take action towards the installment of a World Parliament.
2. Urge the President of the United Nations General Assembly, to take the lead in organizing a public forum or consultation at the UN, in cooperation with civil society organizations and diplomatic representatives, to discuss the perspectives for implementation of this proposal.

Note :
The Founders of the United Nations, established a legal and political procedure to Review the UN Charter 109 (article 109) which is a mechanism without veto power (1st paragraph), unless such General Conference would propose an alteration or reform of the Charter itself. Therefore, our proposal is not to reform (art 108) but to Transform the United Nations, into a World Federation of Nations according to the International Law principie the right of self-determination of peoples, recognized in the Preamble of the UN Charter “We the people of the United Nations…”
