The homeless animal population has exploded due to so many reasons; backyard breeding, puppy mills, giving children puppies for Christmas and then "getting rid of them" when they find that the children aren't playing with their, "Presents" and parents do not want the responsibilities. Microchips are not expensive) People with the best intentions are trying to help these homeless animals, but they can only do...
