Stop Jerome Man from shooting innocent dogs

He has always bragged about shooting dogs and cats.  He said that ours were bothering his horses in a corral, but our younger one was quite a ways over in our field dead with one bullet.  Brooke, who he left to freeze after shooting her in the face was right against his fence.  He also shot a next door neighbors housecat off of the corner post of their property.  These two labs were very well behaved, and used to all kinds of farm animals, so there is no way they were doing anything but looking for a rock chuck and could have crossed on to the field next to his house.  After he shot them, in the face with a shotgun, he put them by a straw stack and put some straw over them to hide them.  He took one tag off of one collar, but the other was on too good.  One deputy said it would have been legal to kill them if they were definitely causing harm to the owners animals, but that then the person was required to report it immediately and have an office observe the scene.  He definitely didn't do that.  Our problems happened almost 10 years ago, so I don't have much to go on other than that we did report it and have the vet records from all of Brookes frostbite and pellets in her face.  We have the name of a detective in Jerome who has been helpful with other animal issues, so we are going to see what he says tomorrow.  Thanks for your help.  I will get more info soon, just been trying to help Tyler and Briana cope.
