This is a Community issue, should stay with the people who own the facility as their taxes have developed thus facility!
The government is paid by tax dollars, the tax dollars of the people, therefor the government must be the employees if the people, why is it that we behave as if they are above us, or above anything.
Governments are tasked with building and maintaining common services for citizens. Private operation and ownership of this public trust introduces risk without significant benefits that are documented.
