It seems we all agree that arbitrary budget cuts are not the way to solve our country’s fiscal challenges. Yet, in the absence of an agreement on any alternatives, we face that prospect with the looming sequester. While recognizing the challenge of your task, we call on you to remember why you must come together to thoughtfully reduce the deficit.

Arbitrary sequester will cut $124,950 from protecting and promoting the welfare of Nevadan children. It will cut $306,000 from Kentucky’s efforts to promote safe and stable families. Ohio will have $3,349,600 less to support social service programs like the Child Protective Services System. California’s Head Start program will lose $49,011,000.  In D.C. there will be $147,900 less for child care subsidies.

These charts, detailing state cuts in titles IV-B and XX of the Social Security Act, Head Start and Child Care,

are on the surface just another chart of dollar signs followed by large numbers that you and your Congressional colleagues must weigh against other large sums. However, behind the numbers are real children at risk of abuse and neglect. There are families losing stability, hope, and options who need more than a waiting list or untenable service plan. There are new families trying to heal old wounds of maltreatment.

Preserving these funding streams doesn’t guarantee that every child will be safe, in a loving permanent family capable of nurturing their well-being, but cutting this funding will ensure that some families who could have been helped won’t be. For those children, these arbitrary sequester cuts won’t heal.

No matter how resilient or how well a child copes, the scars of child maltreatment leave a lasting imprint.  Every childhood should be free of this burden, positioned to reach their fullest potential.  Though we can't remove every obstacle or provide every opportunity, we can be sure that we've done all we can to make children a national priority.

Federal funding streams like Child Welfare Services, Promoting Safe and Stable Families, the Social Services Block Grant, Head Start, and the Child Care and Development Block Grant provide services that strengthen families. Some of the services help children learn while parents are working, others strengthen families at risk of abuse and neglect, while others promote new permanent families for children who have experienced maltreatment.  If the automatic cuts scheduled for March 1st are not stopped by Congress, then these child maltreatment prevention programs will lose funding.

Behind the tens and hundreds of thousands of dollars for each program in each state are children and families who will be put on another waiting list when seeking help. They will be turned away when in crisis. They will be at increased risk when something could have been done.

We can't remove every obstacle, but we can call on our Congressional leaders to ensure that these opportunities for vulnerable children and struggling families to find stability are not weakened.     CHILD WELFARE SERVICES (CWS) and PROMOTING SAFE AND STABLE FAMILIES (PSSF) are flexible funding streams that can fund a range of child welfare services, including family support to prevent maltreatment and alternatives to child removal for struggling families. For children who cannot safely remain with their families of origin, the funds support permanency solutions through reunification services, adoption, and kinship. Furthermore,  statute includes fundamental protections for children and service provision to address their needs and the needs of their families. These programs are instrumental in keeping all children safely thriving in permanent, loving families.

    The SOCIAL SERVICES BLOCK GRANT (SSBG) is a flexible funding stream that plays a key role in Child Protective Services. Although states can use SSBG funds for an array of social services, such as child care or services for the aging, child welfare services receive more of these funds than any other service area. The block grant frequently serves as a link between government funding and private and charitable sources and helps build and fund a network of private agencies. The funds supplement local and charitable efforts by providing federal dollars to fill a gap these charities may not be able to meet. The breadth of services provided by SSBG funds can also cover shortfalls left by other federal social services programs.

    CHILD CARE and HEAD START help at-risk families find stability through early learning opportunities for children and as a work or education support for parents.

    HEAD START functions not just as a child care and education program for low-income families, but also as a comprehensive effort to promote child development. Head Start offers services that are unique and critical to children's development, addressing their social, emotional, physical, and health needs. Head Start recognizes that both families and communities are important to the program's success; consequently, partnerships serve as an important part of its structure.

    Federal CHILD CARE funding gives states flexibility in setting child care eligibility standards and allocating funds. A state can designate any family earning up to 85% of the state median income (SMI) as eligible for a child care subsidy. Eligible children must also be younger than 13, and their parents must be working, receiving training, or in school. Children in the protective services system or in need of protective services are eligible, regardless of their parents' eligibility (work status). A child in foster care qualifies only if a state indicates in its child care plan that the foster care system is considered part of its child protection system. Overall, need for child care assistance far outpaces resources, with only 1 in 7 eligible children receiving a child care subsidy.

Wish it were that simple. There is often at least one partner unwilling to make the necessary changes to keep the family together. And this may even be due to a psychological disorder that is only revealed after pregnancy. But I totally agree that education is needed to teach people to be responsible adults. That is so often lacking at schools. Responsibilty is also not encouraged by politicians behaving irresponsibly.

You are a hypocrite

I am unsure about signing this. Yes, changes need to be made, but throwing more money in the pockets of unwed mothers and fathers to buy liquer, drugs, and cars with, just doesn't seem to be the answer. Put the money into family counseling, and weeding out the people who are "breeding for cash" and taking away their kids and adopting them to families desperate to have children for the RIGHT reasons, and having these "Welfare Rangers" sterilized!

I think you should read it again... it's in regards to child welfare services. to stop the mistreatment of children. "promoting safe and stable families", which correct me if I'm wrong, but does that not come under your heading of family counseling? I don't know why I'm responding, usually people who talk like you do have set minds. Take kids away from people breeding for cash and adopt them out? Regardless of whether they are being mistreated? Lady I think that comes under the heading of child abuse.. how would you like to be ripped out of your family, probably not even put with any of your other siblings because who can afford to adopt two, three or four kids? Forget that.
Don't sign it if like Katherine Cherry says, you feel it's propaganda, but don't color all welfare recipients with the same brush or threaten innocent children with removing them from what could be a very loving home.

That is right! I know they need to get a handle on things and welfare reform is one thing. However they should have got some better and strictor regulations on this a long time ago. Now it's got so far out of hand that they have to end up starving innocent children. What a disgrace!!! Our government anymore just makes me want to puke!
