Save the Dogs and Cats of Douglas County Animal Shelter

We the undersigned demand a Progressive Director of Animal Control Services for Douglas County; or a partnership with a progressive organization to run Douglas County Animal Control. Chances of adoption and rescue for the animals at DCAS has been reduced, as well the amount and quality of care...

We the undersigned demand a Progressive Director of Animal Control Services for Douglas County; or a partnership with a progressive organization to run Douglas County Animal Control. Chances of adoption and rescue for the animals at DCAS has been reduced, as well the amount and quality of care they receive due to numerous changes made by the new Director of Animal Control Services, Rick Smith. As a consequence the numbers of healthy adoptable animals killed will increase dramatically and the chance of owners finding their loved lost pets before they are rapidly killed will be reduced. The Douglas County Commission hired Mr. Smith on November 13, 2012, in his three months as Director he has failed to fulfill the main function of his position, to care for the animals in his trust and thus he should be removed as soon as possible. To do any different would only show the Douglas County Commission does not care for the animals in the county.

Among the most sinister changes are:

1.  Rick Smith, new director, reduced the hours open to the public;

2.  Rick Smith, new director, reduced the space available to house animals;

3.  Rick Smith, new director, reduced the staff allowed to care for animals;

4.  Rick Smith, new director, banned socialization time for volunteers and dogs in courtyard;

5.  Rick Smith, new director, banned housing puppies together, less socialization and space for the animals;

6.  Rick Smith, new director, cancelled the pre-sponsorship program that allowed citizens to sponsor a shelter animal’s vetting previous to its adoption;

7.  Rick Smith, new director, impeded volunteers from the shelter; reducing care and networking for the animals

8.  Rick smith, new director, refused to make available to volunteers the “Animals in Danger” list. This is the list of the animals that are at risk of being killed and that is created on a weekly basis. (NOTE: since the week of Feb. 18th this list is available at the County Website).

9.  Rick Smith, new director, appointed his wife as the new volunteer coordinator;

10.  Rick Smith, new director, and his wife, new volunteer coordinator, are in the process of establishing a non-profit organization.

11.  Citizens interested in volunteering will have to apply for approval to the new non-profit. The non-profit can deny a citizen’s application and can dismissed an approved volunteer without cause

12.  An appointed member of the Animal Control Advisory Board has been removed without cause

This changes have led to:

1.  Lower rates of adoption and rescue for the animals;

2.  Lower quality and amount of care for the animals;

3.  Resignation of Road Officer;

4.  Resignation of Shelter Supervisor, and within one week;

5.  Resignation of Road Officer Supervisor;

6.  Discontinuation of a very needed free spay and neuter program the “Mae West Fix ‘Em Free Program for Douglas County” sponsored by the Southern HOPE (Humane Options to Prevent Euthanasia) Humane Society.

The dogs and cats at Douglas County Shelter, GA are in great danger and they need your help. Many changes that greatly reduce their chances of adoption and rescue have been made by Rick Smith, who was hired as Shelter Director On November 13, 2012 by the Douglas County commissioners. As a consequence the numbers of healthy adoptable animals killed will increase dramatically and the chance of owners finding their loved lost pets before they are rapidly killed will be reduced.  We want a Progressive Director of Animal Control Services for Douglas County; or a partnership with a progressive organization to run Douglas County Animal Control.

    - A protest at Douglas County Courthouse,

    All of it was dismissed by the authorities, instead they have indicated they want to "move in an new direction...

    All of it was dismissed by the authorities, instead they have indicated they want to "move in an new direction,"  and in less than a week they have allowed 30 adoptable animals to be killed. This is the highest number of animals killed in a single week in almost a year. This is unacceptable, this is deplorable.

    We will continue to demand a progressive leadership using all venues possible, because this is the very same shelter that had an astonishing 84% lifesaving rate on 2012, we can continue to save lives with the right leadership, please join us this week:

    -  Wednesday March 20th 5pm Animal Control Advisory Board

    -  Wednesday March 20th 5pm Stop the Killing  attend the Candlelight Vigil

    I urge you to please contact the authorities directly and express your concerns. Here a draft: "... I would like to express my deep concerns in the strongest of terms regarding the new 'lethal' direction that Douglas County Animal Control has embarked on since the hire of the new Director, Rick Smith. Killing 30 animals in less than a week is not acceptable, How can four dogs and two puppies, Garret, Mojo, Lee, Caramel, Bingo, and Snoopy, all be "available for adoption" while alive and be describe as "animal aggressive" for the first time in their 'euthanasia' report? How can cats be 'euthanized' for being "feral"?  See how friendly were many of the dogs and cats that were killed this weekThis shelter had an 84% lifesaving rate for 2012. The staff supervisors that made this possible resigned after Mr. Smith made his intentions clear, the volunteers that worked side by side with the staff are no longer welcome. The animals are being denied socialization time, picture, networking opportunities, a chance at life..."

    New Policy at DCAS (click link for details): citizens who volunteered, until dismissed by Rick Smith on February 15th, and who want to continue socializing and networking the animals are allowed to see one animal per visit only and for no longer than 10 minutes. This is abuse of the animals, and it is illegal to stop volunteers from volunteering. The animals at DCAS deserve better, Douglas County deserves better. This should not be tolerated.

    I made a short response as follows: "I find it appalling that in these times elected public officials slander a retired law enforcement officer who seeks to save innocent lives using to their political advantage the topic of gun ownership made contentious through horrific incidents. Clearly they have as little compassion for human lives as they do for dogs and cats. The euthanization rate of 16% for 2012 they highly tout is the result of the hard work of staff and volunteers that are no longer able to work at the shelter, due to actions of the new director. In fact, records from Rick Smith's previous job as Director of St. Joseph Animal Control MO show that for 2008-2012 Rick Smith euthanized over 50% of the animals at the shelter."

    There will be a board of Commissioner Meeting Work Session on Monday 18th. Please continue doing amazing work and distribute this petition as widely as possible while continuing this struggle renewed in its importance and urgency.
