Letter: County needs improved animal control..
EDITOR: On Wednesday morning, hundreds of people gathered at the Marathon County Courthouse to demand justice for Mary, the dog whose life was ended by a series of senseless acts of cruelty, according to police.
Each year, Marathon County dispatch receives nearly 2,000 calls about incidents involving cats and dogs. Unfortunately, with all the priorities law enforcement faces, those howling animal calls are too often set aside — and, potentially, the cries of another Mary go uninvestigated.
Here is the tricky part: State law makes animal control a municipal responsibility.
The county's 62 cities, villages and towns must act in cooperation.

That is why I am calling on every local government in Marathon County to adopt a "Mary's Law" before the end of the year. These governments should raise their pet license fees by $5 for spayed or neutered animals and $10 per unaltered pet, and commit that money to an animal control program.

There is something citizens can do, too. Please pay your pet license fees. Right now only 1 in 4 dog owners in Marathon County buys a license. We can do better.

We cannot continue to let these calls go unanswered.

Dear Mayor Tipple,
I am writing regarding the horrific and prolonged abuse of a German Shepherd (or GSD mix) named Mary alleged to have been perpetrated by Sean Janas.
Ms. Janas lovingly detailed in her journal how she "beat the crap" (please excuse the language) out of Mary and repeatedly forced bleach and Drano down Mary's throat (as well as forcing her to swallow human drugs). Mercifully, Mary's suffering was ended by June 4, 2012 , as this is the day when she was found dead, with her throat slit.

Reading Ms. Janas' journal entries, about the unparalleled heights of ecstacy that torturing Mary gave her is a truly chilling and highly upsetting experience. Whoever wrote these journal entries is an extremely disturbed individual and a genuine danger to society.
The world community is outraged and there are currently petitions with over 80,000 signatures attesting to this fact. When the petitions are closed, the results will be sent to the Assistant District Attorney and the presiding judge.

I respectfully ask that, if appropriate, you use your influence as Mayor to see that, if convicted, Ms. Janas gets the full penalties available under Wisconsin law.
The American public has consistently been of one voice in calling for harsher penalties for animal abuse, torture and killing.

Mary could not speak out for herself. She had no means of escape. We are her voice, as we are the voice for the thousands of other potential "Marys".
Only a sociopath would commit such sadism and sociopaths are selfish. They don't care about (and in this case, enjoy) causing others to suffer, but they do care about their own suffering. Knowing that they stand to face real penalties (and not "slap on the wrist" fines or community service) would seem to be a genuine deterrent.

Also, someone capable of this kind of violence is a genuine threat to ALL of the defenseless (animals, babies, children, the elderly). In addition to jail time and the very significant fine that Janas is facing, if convicted she should be made to work (with supervision) rehabilitating abused animals.

We cannot change the hearts of sadists, but we can restrain their heartlessness.

Dear ALDF,
I am writing you about a case in which I feel you could do a world of good and which I believe would set an excellent precedent.
On 6/4/12, in Wausau, WI, the body of 4 year old Mary, a German Shepherd, was found. (I have included a link to the full complaint as written by the responding officer). Mary had been tortured for a minimum of months, as "lovingly" and "ecstatically" detailed in the journal kept by her abuser. Among other things, Mary had bleach and Drano forced down her throat repeatedly, was beaten to within an inch of her life. She died after having more Drano and/or bleach forced down her throat and then having her throat slit completely open.
The journal entries are as chilling in their delight as they are heart-breaking.
Sean Janas is charged with, among other things, felony animal cruelty and obstructing an officer. Though it is her first offense, the Wausau D.A.'s office appears to be taking this matter seriously. Janus faces 5 years in prison and a fine of $30,000. and the A.D.A. (Mr. Lamont Jacobson) has publicly stated that petition signatures, letters and other indications of public sentiment will be taken seriously.
I believe that the A.D.A. would welcome assistance (or even a call OFFERING assistance) in prosecuting this case.

I know that you are deluged with requests for help, but as a layperson I think that a first-time offender receiving 5 years in prison and a $30,000. fine would at least ADD TO the precedent of serious consequences being meted out for animal abuse/killing.
